It was thought that once the lime kilns were eliminated, the people would be returned to a cleaner living environment. Who would have thought that once this was eliminated, another one would immediately spring up.
Regarding this incident, talking to Lao Dong reporter, Mr. Nguyen Ngoc Chien - Chairman of An Bai Town People's Committee - said: In 2017, implementing the decision of Thai Binh Provincial People's Committee on eliminating lime production kilns in In the Nghin bridge area, the town's officials and people as well as the owners of lime production households strongly agreed and voluntarily dismantled all 64 lime production kilns with 115 furnace pipes of 30 households. After abolishing the lime kilns, many households had no jobs, no income, many households fell into heavy debt, and some households went bankrupt and had to leave elsewhere.
“It has been 7 years since the abolition of the lime kiln, but the province as well as the functional agencies have not planned in detail the Nghin bridge area, leading to a situation where people take advantage of the factory area on the lime kiln land. Opened production and business occupations to have a stable income. Some households, when taking advantage of old camps for production and business, also prepared documents, projects, and applied for business licenses, but were not allowed by competent State agencies because they were in the planning area" - Mr. Chien said.

According to provided documents, the total area of the former lime production area and construction materials business at Cau Nghin area is 106,746m2, this entire area is outside the Hoa River dyke. Currently, in this area there are 2 rolling paper production facilities; 2 pig farming facilities; 5 concrete mixing plants; 5 packaging and plastic recycling facilities; 1 rag crushing facility; 2 scrap collection facilities and 8 construction materials businesses. Of these, only 8 production and business establishments have land leased by the province and district and their lease is still valid; The remaining 13 households use residential land for production and business.
“In 2022 and 2023, we have established an inspection team, made a record of the current status and requested production and business households that do not meet the conditions to stop operations and handle violations according to the authority of a production facility. with an amount of 3 million VND. Due to exceeding its authority, the town combined with the province's functional branches to inspect and impose administrative sanctions on 5 companies and establishments, with a total fine of about 350 million VND; combined with the district's functional branches to impose administrative fines on 3 other establishments, each of 7.5 million VND" - Mr. Nguyen Ngoc Chien - Chairman of An Bai Town People's Committee - added.
According to the leaders of the People's Committee of An Bai town, in 2023 the People's Committee of Thai Binh province issued a decision to approve the general planning project of An Bai town expanding the district until 2035. Accordingly, the Nghin bridge area is planned. including tourism service land, foreign traffic land, and wharf land.
The People's Committee of An Bai town has publicly announced to the people the above decision to take steps and comply with the approved planning and at the same time requested the People's Committee of Thai Binh province to soon allocate funds for detailed planning. 1/500 functional subdivisions according to approved urban planning; Call for investors to participate in detailed planning of the Thousand Bridge area.
