On May 9, Kieu Phu Commune People's Committee (Hanoi) held a dialogue meeting, mobilizing households that have not received compensation money and have not handed over land to deploy the construction of infrastructure for the Vietnam National Museum of Nature (the area belonging to Ngoc Than village).
According to the Kieu Phu Commune Investment - Infrastructure Project Management Board, in Decision No. 461/QD-UBND dated February 11, 2026 of Kieu Phu Commune People's Committee on approving the compensation and support plan for site clearance (GPMB) phase 5, there are 11 households.
The total cost of compensation support for site clearance is more than 20.497 billion VND.
Through the process of propaganda and persuasion, 9 households agreed to the plan and received compensation support with a total area of 13,801.1 m2, with expenses paid of more than 16 billion VND.
There are 2 households that did not receive compensation and site clearance support for the project, including: The household of Mr. Bui Nhu Lap, Ms. Nguyen Thi Xoa, the recovered area is 2,429.8 m2, total compensation cost is 3.293 billion VND; the household of Mr. Do Dac Nghi, the recovered area is 759.9 m2, compensation cost is 1.201 billion VND.
The Project Management Board has invited households to work twice, but the family still does not agree to receive compensation and site clearance support money.
On April 12, the propaganda and mobilization team had dialogues with 2 households, Mr. Bui Nhu Lap, Ms. Nguyen Thi Xoa and Mr. Do Dac Nghi. However, the 2 households still did not receive compensation, support and hand over the land.
On April 28, Kieu Phu Commune People's Committee issued a Decision on coercive land recovery for the above 2 households.
The Investment - Infrastructure Project Management Board proposed that the Kieu Phu Commune People's Committee organize a dialogue with the 2 households to close the dossiers and coercive procedures according to regulations.
After dialogue, the household did not agree to receive the money, the Project Management Board proposed that the Commune People's Committee issue a Decision on coercive land recovery to hand over the site to the investor to construct and implement the project.

At the conference, leaders of Kieu Phu commune directly listened to opinions and recommendations related to land recovery, compensation, and support when the State recovers land to implement projects for 2 households that have not received compensation money and have not handed over land.
Both households proposed and wished to be considered and clarified some contents in the compensation plan for some households whose land has been recovered in the same project to ensure consistency and synchronization according to regulations.
Before the people's opinions, leaders of the Commune People's Committee and members of the Coercive Committee explained and clarified each proposed content; and affirmed that the compensation and support plan has been built in accordance with procedures and procedures according to current legal regulations, approved by competent authorities and applied uniformly to all households whose land is recovered within the project area.
Concluding the conference, Mr. Phan Trung Cuong - Standing Vice Chairman of Kieu Phu Commune People's Committee emphasized: Local authorities always prioritize propaganda, mobilization, persuasion, and creating conditions for households to voluntarily comply with land recovery according to the provisions of law; minimize the need to apply coercive measures.
However, in case households still do not comply, the Commune People's Committee will resolutely organize land recovery enforcement in accordance with the law to ensure the strictness of the law and project implementation progress.
