On July 15, a source from a reporter from Lao Dong Newspaper said that Mr. Nguyen Quoc Huy - Deputy Director of the Department of Construction of Vinh Long province - had just signed report No. 11 to the Provincial People's Committee, informing about the progress of the investment project to build Dinh Khao bridge under the form of public-private partnership (PPP).
According to the report, by July 5, 2025, the Department of Construction had submitted Document No. 02/TTr-SXD to the Board of Appraisal at the grassroots level on the appraisal of the Feasibility Study Report of the Dinh Khao Bridge Construction Investment Project under the public-private partnership method. It is expected that from now until July 20, 2025, the grassroots appraisal council will review and submit for approval the project Feasibility Study Report, announce the Dinh Khao bridge project in the form of public-private partnership.
According to the Department of Construction of Vinh Long province, the work to be carried out in the coming time is as follows: Organizing the selection of investors to implement the project; Establishing enterprises to implement PPP projects, negotiating PPP contracts; Organizing the implementation of surveys, technical design of projects; Organizing the selection of construction contractors, supervision consultants, project management consultants; Organizing site clearance work.
During the implementation of the Dinh Khao bridge project, there were difficulties and problems such as: The Dinh Khao bridge project is the first project in the province to be invested in the form of PPP, so departments, branches and localities do not have experience; at the same time, relevant legal documents at this time are constantly changing, so there needs to be time to study, leading to some prolonged work. On the other hand, during the implementation process, many situations arose that departments, branches and localities did not foresee, leading to a prolonged time. The appraisal work of the council has been basically completed (respected on May 8, 2025, and the appraisal results report was released on May 19, 2025).
According to a preliminary survey, the number of houses affected by the Dinh Khao bridge project that had to be cleared was about 78. To approve the compensation plan, the number of households affected by the clearance must be resettled. Currently, the Management Board of Civil and Industrial Projects of Vinh Long province (formerly the Management Board of Vinh Long province) is adjusting the investment policy (due to the relocation from Mang Thit district) to report on the feasibility study of the Mang Thit District Residential Area, Resettlement and Social Housing Project (phase 1) as prescribed in Clause 6, Article 91 of the 2024 Land Law.
The Department of Construction proposed that the People's Committee of Vinh Long province consider promptly completing and organizing a meeting of the Steering Committee for the implementation of the Dinh Khao bridge project, the meeting is expected to be held in July 2025, to promptly direct the resolution of difficulties and problems.
In addition, the Provincial People's Committee has established the Vinh Long Provincial Traffic Project Management Board, therefore, the Department of Construction recommends that the Provincial People's Committee assign the Vinh Long Provincial Traffic Project Management Board to carry out the next steps of the project after the project is approved. At the same time, it is recommended that the People's Committee of Vinh Long province direct the Management Board of Civil and Industrial Projects of Vinh Long province to preside over and coordinate with relevant departments, branches and units to urgently deploy the construction of a resettlement area for the Dinh Khao bridge construction investment project.
In addition, the Department also recommended that the People's Committee of Vinh Long province assign the Department of Finance to preside over and coordinate with relevant departments, branches and units to urgently study and draft PPP contracts to implement the Dinh Khao bridge project, because this is the basis for organizing the selection of investors.
