Responding to a reporter from Lao Dong Newspaper, Mr. Phan Quang Minh, Deputy Director of the Department of Animal Husbandry and Veterinary Medicine, said: To handle cases of illegal dumping of dead pigs on the road, there must be the participation of authorities and local authorities to take measures to handle, punish, and deter.
"Because in most cases, such pigs have not been found to be punished. Moreover, it is necessary to be more determined, install surveillance cameras, and follow strict information to be able to track down. Strict handling is also a warning so that others do not continue to violate" - Mr. Minh said.
According to Mr. Minh, a reflection from Lao Dong Newspaper shows that this situation has been going on for many years in the area around Xuan Son landfill because this is a waste collection area. "It is clear that this is an area that the local government must manage, and the involvement of local authorities and local authorities must be needed to solve the problem" - Mr. Minh emphasized.
Mr. Minh also said: Currently, there are sanctions for cases of dumping dead pigs into the environment, violators can be fined up to 5 - 6 million VND, but "mostly not yet applied".

"We must review the operation of the livestock and veterinary management system"
In response to Mr. Phan Quang Minh's answer, Deputy Minister of Agriculture and Environment Phung Duc Tien asked: "If your pigs die, who will you sell them to? If you don't sell it to anyone, if you don't destroy it, then clearly you have thrown it away, what else?" - The Deputy Minister asked.
"There is a Department of Animal Health, a Department of Animal Husbandry and Veterinary Medicine..., I asked how the Departments operate, how are they thoroughly informed, trained, and inspected? The province has a Department, now there are inter-commune stations... so how does this system work now, is it still effective or not? Request to report immediately" - said the Deputy Minister.
Reporting to the Deputy Minister, Mr. Phan Quang Minh said: The Veterinary Department and the Veterinary Sub-Departments of the regions clearly recognize their responsibilities. Previously, when there were 63 provinces and cities, each regional department was in charge of 9 - 10 provinces, the staff also performed many tasks such as quarantine, slaughter control for exports, disease monitoring... As a state management agency, the regional departments also coordinated with provinces to organize professional guidance and training. But Mr. Minh admitted that traveling in reality is difficult.
"The most important thing is still the participation and involvement of local authorities and veterinary staff at the commune level. As for the Department, it is difficult to go to the field, but can only guide and direct the handling after the incidents occur. After the intervention, the situation did not recur. But that is also passive. We will also try to make it more frequent to go to the field and give close instructions to localities, not to have a new incident incident" - Mr. Minh replied.
Deputy Minister Phung Duc Tien resolutely continued: "If we set a criterion for that region and let the incident happen, the Head of that region will not be classified as excellent; The vaccination rate of the vaccine is not guaranteed to be over 80%, so we must take responsibility, to slaughter the sick pigs like that, so we must take responsibility..., can we do that? ".
"What should the provincial interest department do? It must be clear. Do you self-assess your system? If we tighten the responsibility of civil servants and public employees, there must be someone responsible... Disease prevention, slaughter control, food safety... are all here, not everywhere. "We must first review the responsibility of disciplining and blaming each other, we must review our system first" - Deputy Minister Tien said and requested to review how the livestock and veterinary management system operates, how it is organized, how it is responsible...
"Rural departments must be responsible for the provinces in charge, must coordinate with the provinces to train, disseminate, supervise... Currently, the policy mechanism is complete, only need to be strictly implemented" - he said.


On July 14, Lao Dong Newspaper published an article "Dead pigs are dumped all over the road, livestock farmers are worried about the epidemic spreading and breaking out" reflecting the situation of dead pigs dumped in the environment, causing heavy pollution.
Present at the road to Hieu Luc village (old Tan Linh commune, now Suoi Hai commune, Hanoi) on the afternoon of July 12, reporters recorded the situation of dead pigs dumped on both sides of the road. Many pigs have almost all decomposed, some of which have just been thrown onto the road. The severe pollution and foul odor make road users scared.
Faced with this situation, the local government organized a collection to destroy it. However, the destruction has made people worried, when the destruction pit is located close to the roadside, there are many people passing by.
Moreover, after about 4 days of burying, this destruction hole showed signs of leakage, giving off a foul smell, and flies were concentrated, polluting an entire area.
