According to the reporter's records, the street (Thai Thinh, Dong Da district, Hanoi) is still being used by businesses to do business on the sidewalks and roadsides. Cars and motorbikes spill out onto the sidewalks and roadsides because drivers stop to buy goods, forcing pedestrians to walk on the road.
Explaining this issue, Mr. Pham Ngoc Hung - the owner of a food store on Thai Thinh Street - said: "I know that displaying goods on the sidewalk is a violation of the law, but in reality, it is because of making a living that I display goods encroaching like that."
Mr. Hung admitted that after being reminded and having the decision to impose a fine, his family complied and paid the fine in full according to the law. However, in reality, households still re-offend.
Sharing with reporters about this issue, Captain Nguyen Khanh Linh - Trung Liet Ward Police (Dong Da District, Hanoi) - said: "Steering Committee 197 of Trung Liet Ward and Trung Liet Ward Police have launched a campaign to handle violations of urban order, acts of encroachment on sidewalks and roads regularly and continuously. However, in some areas, the situation of encroachment on sidewalks still continues. A typical case is the case of Mr. Hung's bun cha restaurant, which was fined twice, with a fine of 2,500,000 VND/1 violation."
According to the reporter's records, many streets in Dong Da district also have violations of urban order; sidewalks are illegally occupied such as: Thai Ha, Nguyen Luong Bang, La Thanh dyke, Lang, Yen Lang... Especially at the end of the year, other districts of Hanoi such as: Hoan Kiem, Ba Dinh, Cau Giay, Thanh Xuan, Hai Ba Trung... also have similar situations.
Captain Nguyen Khanh Linh - Trung Liet Ward Police (Dong Da District, Hanoi) - added that some of the cases of encroachment on the sidewalks in Dong Da Lake area for business purposes are in difficult circumstances and, because of their livelihood, they try to stay on the sidewalks.
According to Captain Nguyen Khanh Linh, after propaganda and reminders, those who continue to intentionally violate will be strictly handled according to regulations. In the coming time, Steering Committee 197 and Trung Liet Ward Police will continue to strictly handle cases of encroachment on sidewalks for business purposes.
Faced with the current situation of sidewalk encroachment for business purposes, people expect authorities at all levels to take strict measures to handle the situation, return the walkway to pedestrians, and ensure traffic safety and the urban environment.
