The 2nd session of the 17th Hai Phong City People's Council (specialized session) is expected to be held at the end of May 2026 or the beginning of June 2026, to carry out urgent tasks arising from the actual situation in the direction and administration of socio-economic development of the city.

The regular meeting in mid-2026 is expected to take place in mid-July 2026. The meeting will assess the implementation of socio-economic development tasks and solutions in the first 6 months of the year and decide on socio-economic development tasks and solutions in the last 6 months of 2026; decide on important contents such as implementing Resolution No. 226/2025/QH15 of the National Assembly on piloting specific mechanisms and policies in the city; decide on investment policies for important public investment projects and implement many other contents according to regulations.
The City People's Council is expected to consider and approve 21 draft Resolutions, including considering the list of projects and works that must be recovered in the city; exempting and reducing land rent for socialization facilities and non-profit projects in the city; supporting urgent relocation for households and individuals using houses in dangerous old apartment buildings and supporting house rent in apartment buildings belonging to public assets in the city; supporting funding for implementing a number of expenditure tasks in the field of national defense - security in 2026; investment policy for the project to invest in building and completing Ring Road I in the West Hai Phong area; supporting the cost of transferring results and administrative procedure dossiers to organizations and individuals through the public postal service system when implementing online public services; policies to support vocational training in Hai Phong city in the period 2026 - 2030; naming roads, streets and public works in Hai Phong city...
Speaking at the conclusion of the conference, Standing Vice Chairman of the City People's Council Dao Trong Duc requested the People's Council and People's Committee agencies and departments, branches, and units to closely coordinate early to prepare contents right from the stage of building, receiving, and completing draft submissions and resolutions before submitting them to the City People's Council session. At the same time, it is proposed to carefully review to select contents to be considered early at the upcoming specialized session and contents to be considered at the regular mid-year session.
The Standing Vice Chairman of the City People's Council emphasized that the mid-year regular meeting is the first regular meeting of the 17th Hai Phong City People's Council, term 2026 - 2031, so agencies and units regularly review the progress, ensure thorough and thorough preparation for the meeting to be successfully held, and consider appropriate and timely contents.
