Many vehicles sink into holes when passing through the construction road section
On May 20, a Facebook account posted images and videos of the drainage project construction on Trung Hanh street (Hai An ward, Hai Phong) causing traffic unsafety. According to this video clip, on May 20, the weather was heavy rain, Trung Hanh street was slightly flooded, and the number of vehicles passing through was very large. The road under construction for the drainage project appeared many deep holes, construction materials, soil and rocks, causing many people and vehicles to collapse, including taxis, motorbikes, bicycles... The clip shared online quickly attracted public attention, many people expressed concern that the construction was unsafe and dangerous for pedestrians, especially young children going to school.
On the morning of May 21, in an exchange with Lao Dong Newspaper, a representative of Hai An Ward People's Committee said that the ward had grasped people's feedback from May 20 and had urgently remedied it. According to local authorities, the ward is implementing the construction project to improve rainwater drainage capacity in the Trung Luc - Luc Hanh - Nguyen Don area. During the construction process, many dug holes, construction materials, soil and rocks and vehicles serving the project appeared on the roads, posing a potential risk of traffic unsafety, especially in conditions of heavy rain, flooding, slippery roads and limited visibility.
Also according to Hai An Ward People's Committee, during the construction process, the units also planted warning signs and stretched ropes. However, due to prolonged heavy rain on the afternoon of May 20, with a large number of vehicles, the warning ropes and fences were swept away and fallen, leading to some people passing by falling. Immediately after receiving feedback from people on social networks on May 20, the Ward People's Committee urgently requested the construction unit to replant the wire signs and warning signs, and arrange people to be on duty to guide people not to enter the construction area.

Overcoming the risk of unsafety at construction sites and projects
Hai An Ward People's Committee recommends that people when participating in traffic through the construction area need to raise awareness of vigilance, reduce speed, carefully observe the sign system and drive in the safe lane. People should limit moving into the construction area when not necessary.
For children and students, the school and parents should strengthen reminders and management, not allowing them to play or pass through the construction area, especially when it rains, in places with dug pits and stagnant water to prevent unfortunate accidents that may occur.
The Economic, Infrastructure and Urban Department of the ward is assigned to take the lead in closely monitoring weather developments, advising the Ward People's Committee to implement response measures; coordinate to inspect dangerous areas, areas at risk of flooding, fallen green trees and be ready with forces to support people to overcome the consequences when incidents occur.

The Ward Construction Investment Project Management Board is responsible for strengthening inspection and supervision of undergoing projects; reviewing drainage systems, foundation pits, taluy, fences, and construction signs to promptly detect and overcome unsafe risks.
For contractors constructing works and projects in the area, the Ward People's Committee requests to proactively develop disaster prevention plans; inspect and reinforce scaffolding systems, canopies, tower cranes, temporary power systems, items at risk of unsafety when heavy rain and strong winds occur; fully implement warning signs and safety barriers in the construction area, especially for projects to renovate drainage systems, to prevent flooding affecting people's lives and urban traffic.
