Thanh Hoa requests handling of polluting facilities and spontaneous craft villages

Thanh Hoa - The Provincial People's Committee requests to review and handle facilities causing environmental pollution and production facilities that do not meet legal conditions in urban areas and residential areas.

On August 2, Thanh Hoa Provincial People's Committee said that Mr. Cao Van Cuong - Vice Chairman of the Provincial People's Committee has just directed to strengthen state management and handle environmental pollution in industrial clusters, craft villages and spontaneous craft villages in the province.

Accordingly, Vice Chairman of Thanh Hoa Provincial People's Committee Cao Van Cuong assigned the Department of Agriculture and Environment to strengthen inspection and supervision of the compliance with environmental protection regulations of production and business establishments; promptly detect, handle or propose handling of violations.

The Department of Agriculture and Environment is assigned to take the lead in surveying and specifically identifying environmental polluting facilities that must be handled by options such as relocation, scale reduction, capacity reduction or investment in environmental protection works.

The review focuses on organizations and businesses under the authority of land allocation and land lease of the Provincial People's Committee, operating in urban areas and residential areas.

This agency must also urge and inspect the implementation of the Project on relocating production facilities at risk of environmental pollution out of urban areas and residential areas in the province until 2030, approved by the Provincial People's Committee in Decision No. 1671/QD-UBND dated April 24, 2024.

For industrial clusters, the Provincial People's Committee assigned the Department of Industry and Trade to urge technical infrastructure investors to urgently complete legal documents, accelerate infrastructure construction investment, especially centralized wastewater collection and treatment systems.

Industrial cluster investors are only considered for receiving new investment projects when they fully meet the environmental protection conditions according to regulations.

Thanh Hoa Provincial Police are requested to direct professional units and commune-level police to proactively grasp the situation, strengthen inspection, detect, and strictly handle violations of the law on environmental protection.

At the same time, the police force applies professional measures to detect, investigate, and promptly handle cases with signs of violations, not allowing the formation of complex areas of environmental pollution.

Notably, the People's Committees of communes and wards are required to review and statistically count spontaneously operating establishments that do not meet legal conditions; mobilize establishments to terminate operations, self-dismantle illegal construction works and restore the status quo.

For cases of non-compliance or intentional non-compliance, local authorities must coordinate with functional agencies to organize coercion according to regulations.

Communes and wards must also review and update the list of establishments, households, and individuals subject to relocation; survey the aspirations of production facilities and urgently issue plans to handle establishments that cause environmental pollution in urban areas and residential areas.

The Provincial People's Committee also requested to develop a plan to inspect craft villages, production, business, and spontaneous service establishments that are at risk or are potentially causing pollution, thereby handling or proposing handling of violations.
