Many communes and wards of Hanoi are implementing a 45-day and night peak campaign to complete the land database, in order to clean up cadastral data and promote digital transformation in localities.
According to data from Thuong Cat Ward People's Committee, as of July 23, 2026, Thuong Cat ward has reviewed all 19,904 land plots in the area.
In which, the ward has completed the collection of information of 1,028 public land plots and transferred dossiers to the Land Registration Office.
For residential land and non-agricultural land (including 11,714 plots), Thuong Cat ward has cleaned up data of 5,860 plots and collected additional information of 2,477/4,254 plots (reaching a rate of 58.2%).
Despite achieving initial positive results, the implementation process in reality is still facing many difficulties and challenges. Some collected dossiers still lack citizen identification cards, land registration applications are not in the correct form, or photocopies of land use right certificates are blurred.
Notably, the discrepancy between the map and the actual site (the separated land plot in reality but not shown on the map and vice versa) causes many difficulties for positioning work.
In addition, the group of 7,162 agricultural land plots faces complex obstacles because certificates are issued to many scattered plots, the person named is old, has died or has been transferred through many generations of users but has not carried out registration procedures.
To promptly remove these "bottlenecks", Thuong Cat Ward People's Committee has requested the Bac Tu Liem Branch of the Land Registration Office to proactively coordinate and provide additional software login accounts for 6 dossier collection groups and send 6 professional staff to directly support the area. At the same time, relevant units need to soon hand over the list of 1,600 land plots collected in the previous campaign to avoid duplication.
Nghia Do Ward People's Committee also focuses on reviewing, collecting and standardizing all existing cadastral records. At the same time, Nghia Do ward promotes digitization of records, building and completing a cadastral database, enriching land data; standardizing land user information according to personal identification codes; effectively using existing documents, records, and maps to edit and update data, avoiding duplication and waste.
Nghia Do Ward People's Committee requests all organizations, businesses, households and individuals currently using land in the area to proactively coordinate by:
First, prepare legal documents including Land Use Right Certificates (originals), citizen identification cards of land users.
Second, proactively provide information and support functional forces to verify the boundary of land plots or self-declare and scan documents according to instructions.
Nghia Do Ward People's Committee strives to complete the review, adjustment, and update of the database for land plots that have not been measured or have been measured but need to be supplemented and completed by August 30, 2026.
