Recently, the Hoa Binh Provincial Inspectorate has just issued an Inspection Conclusion on the implementation of the Project to stabilize the population in natural disaster areas in Loi hamlet, Phu Vinh commune, Tan Lac district.
Through inspection, it was found that for compensation, support and resettlement, Tan Lac District People's Committee did not notify or issue land recovery decisions according to regulations.
Regarding construction investment, the inspection discovered an error of 278 million VND. In particular, the estimate did not adjust the distance of stone transportation by dump truck, leading to acceptance and overpayment of the value of the volume of stone transported by dump truck within a range of over 1,000m by 12-ton truck with amount of 261 million VND.
In addition, violations of project management costs were 5 million VND, construction supervision consulting costs were 5 million VND, design consulting costs, and preparation of technical and economic reports were 6.6 million VND. .
"For the above errors to occur, the main responsibility belongs to the Investor implementing the project; the District Compensation, Support and Resettlement Council in advising on the implementation of compensation, resettlement support, responsibility of the Department of Natural Resources and Environment of Tan Lac district and relevant individuals" - the conclusion clearly states.
Regarding remedial work, in February 2024, during the process of reviewing the implementation of granting land use rights certificates to households in Loi hamlet, Phu Vinh commune, the District People's Committee discovered a number of cases where households had receive compensation and support for land areas but do not actually have to recover land to implement the project.
The District People's Committee has issued a Decision on the recovery of compensation and resettlement support with the recovered amount of 674 million VND. After full recovery, the District Construction Investment and Land Fund Development Project Management Board paid the entire amount mentioned above into the custody account of the District Finance - Planning Department.
Request the return of the budget and sanction violating organizations and individuals
The Inspectorate of Hoa Binh province requested the Management Board of Construction Investment and Land Fund Development of Tan Lac district to recover and pay the amount of more than 278 million VND to the temporary, pending account of the Provincial Inspectorate at the State Treasury of Hoa Binh province.
In addition, the People's Committee of Tan Lac district is requested to direct relevant organizations and individuals to complete the procedures to return the amount of 674 million VND to the state budget.

The project will be implemented from 2011 to 2020, of which part of the project will be constructed from 2011 to 2013. From May 10, 2013 to June 23, 2019, the project stopped and did not start construction due to not being able to arrange capital.
From June 2019, construction will continue and the project will be completed in December 2020.
By the time of inspection, the project had been completed and handed over for use.
