Implementing the direction of the City Party Secretary and the City People's Committee on focusing on implementing compensation, support and resettlement when the State reclaims land to implement the Hanoi Ring Road 4 Investment and Construction Project (section through Tien Thang commune), in recent times, the Party Committee and People's Committee of the commune have focused strongly on resolving and removing difficulties and obstacles in the project's site clearance work.
Party Secretary and Chairman of the People's Council of Tien Thang Commune Hoang Anh Tuan said that the Hanoi Capital Region 4 Ring Road Project passing through Tien Thang Commune is 7.57km long, the longest among the communes in Me Linh District (formerly), with a total reclaimed area of over 51.5ha, including 2.02ha of residential land related to 155 households and individuals.
This is a large area, including many types of land: Residential land, public land, long-standing residential land, pond land, garden land... many plots have arisen fluctuations over time, and legal documents are inconsistent. The large workload, requiring urgent progress, while the awareness and psychology of people in each place are different, creates a lot of pressure for site clearance work.
In that context, Tien Thang commune identified site clearance as a key task, both urgent and strategic, because the construction progress in the commune is important for the entire Ring Road 4 in general.
Since the two-level local government came into operation, the commune has established working groups down to households, reviewing each case, each problem, explaining policies, dialogue and listening to recommendations and aspirations of the people.
Thanks to the participation in "going to every alley, knocking on every door", compensation and site clearance work have been effectively implemented. The commune has completed site clearance for agricultural land, the relocation of graves and floating underground works in the project before. Compensation support for 155 households in the commune.
Tien Thang commune has resettled 144 households and individuals eligible for resettlement, including resettlement for 121 households and individuals in Tan Chau Resettlement Area (Tien Thang commune) and 23 households and individuals in Noi Dong Resettlement Area (Quang Minh commune) with a total area of 19,012.5m2, helping people settle down and make a living.
However, there are still 2 households that have not received money and handed over the site due to not agreeing on compensation policies and proposing resettlement arrangements.... With the drastic participation of agencies, departments and offices of Tien Thang commune, they have persistently discussed, propagated and clearly explained the State's compensation and support policies.
By December 17, the remaining 2 households had agreed to receive compensation and resettlement support to hand over the area to the commune for the construction of the Ring Road 4 project in the Hanoi Capital Region.
Immediately afterwards, the People's Committee of Tien Thang commune carried out compensation, support and resettlement for the above 2 households, handing over 100% of the area of the Hanoi Ring Road 4 project to the investor to construct the project, ensuring the progress set by the city.
