On November 26, Politburo member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, Head of the Steering Committee for the implementation of the investment project to build the Ring Road 4 in the Hanoi Capital Region chaired a meeting of the Steering Committee to listen to a report on the progress, implementation status, difficulties and obstacles in the implementation process and solutions to speed up the project's progress.
The investment project to build the Ring Road 4 in the Hanoi Capital Region is one of the national key traffic projects, approved by the National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022.
The project has a total length of 112.8km, passing through 3 provinces and cities: Hanoi (58.2km), Hung Yen (19.3km) and Bac Ninh (25.6km), contributing to reducing the load on inner-city routes, promoting socio-economic development and inter-regional connectivity.
The Ring Road 4 project in the Capital Region officially started construction on June 25, 2023 in 3 localities. Component project 3, a expressway project under the form of public-private partnership (PPP), has just started construction on September 6, 2025.

At the conference, Permanent Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that up to this point, out of 3 project groups, balancing the overall progress of the project, the site clearance group (GPMB) must be completed by December 2025 for all 3 provinces and cities.
For the group of parallel road projects on both sides below, Hanoi will complete the GPMB part of the group of component projects 1, 1.1 and basically open the technical works before December 1, 2025, completing the entire project in the first quarter of 2026.
For the expressway project, Mr. Duong Duc Tuan proposed that the deadline for completing site clearance for all 3 provinces and cities is before December 30, 2025.
Regarding the content of construction material mines, currently mines in 3 provinces and cities are meeting the requirements; in case of shortage, support options will be considered from some other provinces such as Phu Tho and Ninh Binh. The project mechanism allows mines in Hanoi, Hung Yen, and Bac Ninh to directly supply to investors in the Ring Road 4 project.
Emphasizing that this is an important national project and if delayed, it will affect socio-economic development, Permanent Vice Chairman of Duong Duc Tuan of the City People's Committee suggested that all 3 localities focus on solving difficulties and speeding up the overall progress of the project.
At the conference, Hung Yen Provincial Party Secretary Nguyen Huu Nghia and Bac Ninh Provincial Party Secretary Nguyen Hong Thai said that they will strive to complete the site clearance work soon to ensure the progress and investment efficiency of the project.
Some concerns about connecting intersections and parallel roads to ensure connectivity between the three provinces and cities were also raised at the conference. The two provinces have requested the Steering Committee to report to the Government and the National Assembly to regulate capital for the project in Bac Ninh and Hung Yen provinces, and at the same time recommended that the Ministry of Agriculture and Environment soon have specific instructions to be able to open material mines directly for construction contractors.
In his concluding remarks, Secretary of the City Party Committee Nguyen Duy Ngoc requested the Steering Committee to agree that the site clearance work must be completed by December 31, 2025 at the latest to hand over to the construction unit.
Regarding the issue of adjusting the shortfall in the total investment, Secretary of the City Party Committee Nguyen Duy Ngoc assigned Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan to coordinate with relevant ministries and branches to submit to the National Assembly as soon as possible.
Regarding the issue of construction materials for the project, the Steering Committee agreed that the 3 provinces and cities would provide maximum support to each other. Regarding material prices, the 3 localities are studying legal regulations to ensure effective implementation of materials for construction units. During the project construction, it is necessary to count down the days to make progress on site.
Mr. Nguyen Duy Ngoc directed that, along with the construction of Ring Road 4, Hanoi must also complete the bridges to connect the route, thereby contributing to the clearance of traffic on the entire route south of Phap Van - Cau Gie and the northeast route towards Hai Phong City.
Emphasizing that the Ring Road 4 project is a highlight of the 3 localities, Hanoi Party Secretary Nguyen Duy Ngoc noted that the construction process needs to complete the landscape to contribute to creating a civilized and modern society.
