By 8:00 AM on July 21, Hanoi had completed supplementing the power of attorney for 90,105/92,364 cases of enjoying pensions and social insurance allowances (BHXH), reaching 97.55% according to Plan 271/KH-UBND of the City People's Committee on organizing the inter-sectoral peak period to ensure non-interrupted pension and social insurance allowance payments.
According to Hanoi City Social Insurance, there are currently 2,259 cases that are continuing to be supported by grassroots social insurance in coordination with Shock Public Administration Teams and local authorities to complete procedures.
To date, 15 grassroots social insurance agencies have completed 100% of supplementing power of attorney documents for all people in need of implementation, including Thach That, Thanh Oai, Soc Son, Me Linh, Ba Vi, Dong Anh, Ung Hoa, Tay Tuu, Dan Phuong, Quoc Oai, My Duc, Chuong My, Thanh Tri, Gia Lam and groups under the city's social insurance management including Ha Dong, Kien Hung, Phu Luong, Yen Nghia.
In the remaining areas, the number of incomplete dossiers is not large: Hoang Mai still has 1 case, Tu Liem still has 16 cases, Hoan Kiem still has 19 cases, Son Tay still has 22 cases and Phu Xuyen still has 67 cases.
In the remaining days of the peak period (until the end of July 25), Hanoi City Social Insurance will continue to coordinate with the Central Post Office, Public Administration Service Center, People's Committees of communes, wards and related units to focus on reviewing and supporting the remaining 2,259 cases.
After July 25, the review, receipt, verification and support of arising cases will be maintained monthly to ensure that 100% of pension and social insurance allowance beneficiaries in the area enjoy social security policies safely, smoothly and promptly.
According to Hanoi City Social Insurance, immediately after the City People's Committee issued Plan 271 dated July 10, 2026, the unit requested professional departments and grassroots social insurance to coordinate with the Central Post Office to urgently review the list of people receiving monthly pensions and social insurance allowances who have not supplemented power of attorney documents, and send them to the People's Committees of communes and wards to deploy support, while ensuring compliance with regulations on personal data protection and information security of beneficiaries.

Based on the national database on insurance, the City Social Insurance coordinates with the People's Committees of communes and wards to classify beneficiaries into 6 groups of subjects to implement appropriate forms of support.
City Social Insurance also standardized the authorization form according to new regulations, guiding people to fully declare the scope and term of the 12-month authorization.
For people receiving pensions and social insurance allowances who are old and weak or have difficulty traveling, mobile working groups directly go to the place of residence to present forms, guide declarations, coordinate on-site information verification and perform signature or fingerprint certification, creating conditions for people to complete procedures as quickly as possible.
Along with supplementing the authorization document, the City Social Insurance coordinated with commercial banks, the Post Office and related units to propagate and mobilize more than 16,322 people who are receiving pensions and social insurance allowances in the form of authorization to switch to receiving ownership.
To ensure that the payment of monthly pensions and social insurance allowances is not interrupted and promptly support beneficiaries to complete procedures according to the provisions of the Law on Social Insurance, the City Social Insurance continues to propagate regulations on the deadline for authorization documents; guide beneficiaries to proactively supplement documents according to regulations;
At the same time, strengthen inspection and supervision, promptly rectify existing problems, and prevent negativity, inconvenience or delays in resolving dossiers. Professional departments and grassroots social insurance are required to update progress and report results of support twice a day to promptly remove arising problems.
After the peak period ends, Hanoi City Social Insurance will continue to coordinate with relevant agencies and units to maintain the review, verification, and support for beneficiaries to complete power of attorney documents, carry out signature certification and organize the payment of pensions and social insurance allowances according to regulations, ensuring that the rights of beneficiaries are not interrupted until there are new regulations or instructions from competent authorities.
