According to information from the Office of the People's Committee of Phu Tho province, the project to renovate and upgrade National Highway 6 avoiding Hoa Binh city, now in Thong Nhat ward and Hoa Binh ward (Phu Tho province), is 5km long (from Km73+500 to Km78+500), with a total investment of more than 473.7 billion VND.
According to the schedule, the project must be completed by August 31, 2024. However, due to problems with site clearance, the project had to extend the progress for the first time to December 31, 2024 and the second time to May 31, 2025.

Present at the project in early August, Lao Dong Newspaper reporters noted that there are still some sections of road that have been temporarily fenced off, and the site has not been completely handed over. Therefore, vehicles must regularly slow down, avoid construction areas, which poses a potential risk to traffic safety.
According to Project Management Board 6 (Ministry of Construction) - the project investor, there are currently 100m of 3 sections (main route) and 110m of the overpass approach (after the headquarters of Thong Nhat Ward People's Committee) that have not been cleared and 9 electric poles have not been relocated.
Based on the assigned site, Project Management Board 6 has directed contractors to complete the road surface, drainage system and works on the route of 4.9/5km of assigned site.
Currently, construction units maintain the arrangement of personnel and equipment to carry out traffic assurance work at narrowed road surfaces on the route.
Similarly, the National Highway 2 renovation and expansion project, Vinh Yen - Viet Tri section, has a total investment of more than 1,258 billion VND, upgrading 11.06km to the standards of a grade III plain road, from 4-6 lanes, with a design speed of 80km/h. The project is expected to be completed in 2025.
According to the People's Committee of Phu Tho province, the site clearance process of the National Highway 2 project has encountered many obstacles, such as: large reclaimed area, affecting many households; on agricultural land, many items and assets were illegally created, while the residential land with a large amount of assets needing compensation.
Some households have to be resettled, but the expected resettlement area only has a general plan, the zoning plan and detailed planning at a scale of 1/500 have not been completed.
The division of volume and compensation costs between central and local capital sources is also complicated, causing the procedure to take a long time. The project implementation period is approved to be only until the end of 2025, but the compensation and site clearance work is expected to last until the end of 2026 to be completed.
In addition, many newly established communes are lacking human resources, especially officials directly involved in compensation and site clearance.

Previously, on August 8, 2025, Deputy Minister of Construction Le Anh Tuan worked with Phu Tho province on the implementation of site clearance for the two above-mentioned projects.
At the meeting, Mr. Tuan suggested that Phu Tho province speed up the implementation of the resettlement area, complete procedures to soon hand over the clean site to the construction unit. The Ministry of Construction will direct the construction unit to mobilize human and material resources to complete the project as soon as the site is available, and at the same time report to the Government to adjust capital sources and implementation deadlines in accordance with site clearance progress.
