According to the original plan, the above belt section was expected to be completed in 2020. But the project only reached 44% and stopped construction in March 2020 due to land problems and land fund payment to investors.
The project's completion date has been adjusted by the Ho Chi Minh City People's Committee to 2026. Currently, Ho Chi Minh City departments are reviewing to sign contract addendums and land funds to pay investors to restart the project soon.
Section 1 is 3.5km long, from Phu Huu bridge to Vo Nguyen Giap street (formerly Hanoi Highway) with a total capital of about 9,328 billion VND and section 2 from Vo Nguyen Giap street to Pham Van Dong is 2.8km long, total capital of 4,543 billion VND. billion. These two sections are invested with Ho Chi Minh City budget capital, expected to start construction in 2025 and complete in 2027.
Section 4, 5.3km long, connecting National Highway 1 through Nguyen Van Linh street, has an estimated investment cost of about 13,000 billion VND using Ho Chi Minh City budget capital, to be implemented in the period 2024 - 2030.
Belt 3
Belt 3 passes through Ho Chi Minh City, Binh Duong, Dong Nai, Long An, phase one is more than 76km long, has 4 expressway lanes, total investment is nearly 75,400 billion VND. The project is divided into 8 component projects, each locality carries out two projects, including site clearance and construction.
In particular, the Belt 3 project through Ho Chi Minh City is more than 47km long, with a total investment of more than 41,000 billion VND (site clearance cost is nearly 19,000 billion VND).
4 bidding packages starting in June 2023 reached about 17.51%. The remaining 6 bidding packages started earlier this year currently reach about 5.1%.
The lack of sand for foundation is greatly affecting the project progress. The investor is urging the contractor to focus and urgently search for more domestic sand sources and sand sources from Cambodia to bring to the construction site to serve construction in July and August as well as the next stages. according to.
At the same time, the investor is coordinating with the Materials Working Group, the Government's interdisciplinary working group and the localities of Vinh Long, Tien Giang and Ben Tre to speed up the progress of supplying sand for leveling for the Ring Road 3 project. .
The project aims to open to traffic at the end of 2025, and be fully completed and put into operation in 2026.
Belt 4
Belt 4 passes through Ho Chi Minh City, Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau with a length of nearly 207km, phase one investment with a total capital of more than 127,000 billion VND.
Of which, Belt 4 through Ho Chi Minh City is 17.3km long, from the bridge over the Saigon River (Phu Thuan bridge, Binh Duong) to the bridge over Thay Cai canal (Long An province).
The route is built with 4 expressway lanes (with emergency stopping lanes throughout the route), parallel roads with 2 lanes on both sides. Ho Chi Minh City will clear the site once according to the planning of more than 74m wide.
Total project investment capital is more than 14,000 billion VND under the BOT contract. Of which, Ho Chi Minh City's budget is about 7,251 billion VND, the remaining more than 6,800 billion VND was mobilized by investors.
According to the Ho Chi Minh City Department of Transport, the project has completed a pre-feasibility study report, expected to submit to the authorities for approval of investment policy this year, striving to start construction on April 30, 2025, completed in 2028.
