Ho Chi Minh City - Moc Bai Expressway
The Ho Chi Minh City - Moc Bai Expressway Project (Tay Ninh) has just had its pre-feasibility study report approved by the Interdisciplinary Appraisal Council and submitted to the Government for approval of its investment policy.
After the project is approved by the Government, Ho Chi Minh City People's Committee plans to select investors and clear land and resettlement in 2024 - 2025; Project commencement in June 2025; Construction for 3 years from 2025 - 2027.
Ho Chi Minh City - Moc Bai Expressway has its starting point intersecting with Ring Road 3 of Ho Chi Minh City, passing through Cu Chi district (HCMC), and its ending point connects to National Highway 22 in Ben Cau district (Tay Ninh province).
The entire route is about 51km long, of which the section passing through Ho Chi Minh City is 24.6km long, the remaining part is in Tay Ninh territory.
The one-time site clearance project has a complete scale of 6 lanes, the total area of recovery is more than 409 hectares, more than 566 households are affected.
The entire route is built with 4 lanes, 25.5 m wide in phase one, with a design speed of 120km/h.
The total investment of Ho Chi Minh City - Moc Bai expressway phase 1 is more than 19,600 billion VND in the form of public-private partnership (PPP), BOT (build - operate - transfer) contract.
Of which, construction and equipment costs are more than 9,270 billion VND, site clearance compensation is 6,770 billion VND, the rest is provisions, loan interest, etc. State capital accounts for more than 49% of the total project investment, the remaining part is Investor capital accounts for nearly 51%.
Ho Chi Minh City - Moc Bai Expressway helps increase the capacity to exploit the international road connecting Ho Chi Minh City and Cambodia. The project breaks the monopoly, creating a new route connecting Ho Chi Minh City through Tay Ninh, reducing the load on National Highway 22.
Expand Highway 22
National Highway 22 is located at the Northwest gateway and is the only national highway connecting Ho Chi Minh City with Moc Bai international border gate (Tay Ninh province) - the international gateway to countries in the ASEAN region.
However, this route only has 2 car lanes and 1 motorbike lane on each side. In recent years, freight transportation from Ho Chi Minh City and Tay Ninh province has increased rapidly, leading to congestion and increased traffic accidents.
More than 10 years ago, Ho Chi Minh City had a plan to expand National Highway 22 but could not implement it due to lack of capital and mechanism problems. After Resolution 98 allowed Ho Chi Minh City to apply the BOT model to existing road upgrade projects, the National Highway 22 expansion project is in the priority group for implementation.

Total project investment is more than 7,100 billion VND, of which compensation and site clearance costs are about 2,409 billion VND. Ho Chi Minh City budget will participate in the project at a rate of 50% mainly for site clearance, the remaining 50% will be arranged by the investor for construction and installation.
Currently, the Ho Chi Minh City Department of Transport is hiring a consultant to prepare a pre-feasibility study report for the project to prepare for implementation. Highway 22 will be expanded in 2025 and completed in 2028.
