Vice Chairman of Thanh Hoa Provincial People's Committee Le Duc Giang signed Decision No. 4696/QD-UBND on adjusting Decision No. 1515/QD-UBND dated April 24, 2015 of the Provincial People's Committee; allocating land, allowing the change of land use form, to Hop Luc Joint Stock Corporation (headquartered at No. 595, Nguyen Chi Thanh, Dong Tho Ward, Thanh Hoa City, Thanh Hoa Province) to lease land to implement the project of expanding the Universal Incarnation - Phuc Lac Vien in Quang Thanh Ward and Quang Dong Ward, Thanh Hoa City.

According to the decision, the adjusted content includes: "Handing over 40,023 m² of land to Phuc Lac Vien Branch - Dai Hoa Than Hoan Vu under Hop Luc Joint Stock Corporation to continue implementing the Phuc Lac Vien project" to "Handing over 39,467 m² of land to Hop Luc Joint Stock Company to implement the Dai Hoa Than Hoan Vu - Phuc Lac Vien expansion project in Quang Thanh ward, Thanh Hoa city".
Adjust "Location and boundary of the land plot are determined according to the Extract of Cadastral Map of the land plot No. 164/TLBD established by the Office of Land Use Rights Registration under the Department of Natural Resources and Environment on March 27, 2015" to "Location and boundary of the adjusted land plot are determined according to the Extract of Cadastral Map of the land plot No. 751/TLBD established by the Thanh Hoa Land Registration Office on October 2, 2024".
Land allocation and lease to Hop Luc Joint Stock Corporation to implement the expansion project of Dai hoa than hoan vu - Phuc Lac Vien, with a total area of over 145,278 m². Of which:
Over 102,962 m² of land was allocated (over 98,281 m² in Quang Thanh ward and over 4,680 m² in Quang Dong ward) to invest in cemetery infrastructure and transfer land use rights associated with infrastructure. The form of land allocation is "The State allocates land with land use fee collection".
Lease more than 535 m² of land in Quang Thanh ward to invest in a crematorium. The form of land lease is "The State leases land with annual payment".
More than 41,781 m² of land is allocated (more than 27,260 m² in Quang Thanh ward, more than 14,520 m² in Quang Dong ward) to invest in green infrastructure, create landscape and ensure environmental distance according to current regulations. This land is not used for business or transfer of land use rights associated with infrastructure. The form of land allocation is "The State allocates land without collecting land use fees".
The land allocation and lease of the above area is for the purpose of using as cemetery land, funeral home and crematorium. The land use and lease term lasts until April 24, 2065. The method of land allocation and lease is: The State allocates land, leases land without auctioning land use rights or bidding to select investors to implement projects using land.
"No one wants a cemetery near a residential area"
According to the investigation of the Lao Dong Newspaper, up to now, the area of agricultural land recovered and related procedures have been completed. Enforcement is also carried out in cases where compensation is not received and the land is not handed over.

It is known that the project is mainly implemented in Quang Thanh ward. In this locality, there are 95 households whose land was recovered, of which 13 households have not agreed to receive compensation. According to the households, the reason is that: during the implementation process, the counting and measuring were not correct with the actual land area. In addition, the compensation price is still low and there are concerns about environmental pollution.
“The reason why households do not agree is because they think that when implementing the land recovery project and handing it over to the enterprise, the enterprise must negotiate with the people about the compensation price, instead of applying the land recovery price of the State,” - the representative of the leader of Quang Thanh ward informed the reporter of Lao Dong Newspaper.
According to the representative of Quang Thanh ward, at many meetings with households, the authorities explained: This is a project in which the State reclaims land to serve public interests. However, some households have not yet agreed to receive compensation.
