According to the Provincial People's Committee, from April 15, 2024, fishing vessel monitoring devices (VMS) in Quang Binh province using VNPT's satellite telecommunications service suffered widespread signal loss.
After the incident, the Provincial People's Committee directed departments, branches and localities to use other communication systems to temporarily maintain communication with fishing vessels.
The service provider also deploys solutions to fix the problem. However, the solutions have not really completely overcome the problem, affecting the monitoring and management of fishing vessel activities at sea, especially the fight against IUU fishing.
Besides, it affects the implementation of policies to support subscription fees for fishing vessel monitoring services and rescue work in the province.
To temporarily fix the above problem, while waiting for partners to replace the satellite, the Provincial People's Committee requested Quang Binh Telecommunications to urgently completely fix the problem of satellite connection loss, along with that, have a solution. Support fishermen with one of the marine and communication equipment that can replace VMS equipment such as HF long-range communication system, shore radio messaging system... reporting the location of fishing vessels to ensure a frequency of 6 hour/time.
In addition, report to Vietnam Posts and Telecommunications Group (VNPT Vietnam) to work with the Department of Fisheries - Ministry of Agriculture and Rural Development, to be allowed to retrieve existing data on surveillance equipment. Monitoring the fishing vessel's itinerary could not be sent to satellite during the time of the incident, accepting that data has the same value as data on the fishing vessel's itinerary monitoring system of the Department of Fisheries.
“If approved by the Department of Fisheries, Quang Binh Telecommunication will develop a detailed data retrieval plan and plan under the supervision of the Department of Fisheries and communes where ships have lost connection to ensure accuracy and substance. , objective, timely, does not allow fraud and is responsible for the retrieved data and does not affect the ship owner's exploitation process" - the document clearly states.
For IUU inspection and control before ships leave port (for fishing vessels installed with VNPT's surveillance equipment): Immediately after receiving the list of disconnected fishing vessels from the Fisheries Department, the Provincial People's Committee requests Quang Binh Telecommunications Bridge sends a document verifying the loss of connection due to the network operator's fault or not to the Fisheries Department and coastal Border Guard Stations for timely, quick and convenient handling. In addition, Quang Binh Telecommunications upgraded VMS equipment software and coordinated with the Fisheries Department to supervise lead sealing according to regulations; At the same time, instruct ship owners and captains how to use the equipment after upgrading the equipment.
