Reorganizing the public transport system for green transformation

One of the " culprits" causing pollution is gasoline motorbikes, as well as gasoline and diesel cars with large emissions. Therefore, converting gasoline and oil vehicles to electric vehicles as well as solutions to develop public transportation is an urgent requirement.

Unreversible trend

In order to contribute to solving the pollution problem, the Prime Minister recently signed and issued Directive No. 20/CT-TTg clearly stating that implementing solutions and measures for organizations and individuals to convert vehicles and roadmaps until July 1, 2026, there will be no gasoline motorbikes in Ring Road 1.

From 2028, there will be no motorbikes, limiting private gasoline-powered cars to circulate on Ring Road 1, Ring Road 2; from 2030, continue to expand implementation on Ring Road 3.

To have a multi-dimensional perspective on converting transportation methods towards green transportation, on July 17, Lao Dong Newspaper organized a seminar on Green Transport Transformation: Unreversible trend.

At the seminar, transport expert Dr. Khuat Viet Hung, Chairman of the Board of Directors of Metro Hanoi said: "The issue of sustainable development has been raised for a long time, in the Resolution of the Central Committee from the 9th tenure, clearly stated in the Resolutions of the 10th, 11th, 12th, and 13th Congresses on the goal of sustainable development, green economic development, circular economy development, etc. These Resolutions are institutionalized by Laws, specifically Laws and documents guiding environmental protection laws. Those requirements for sustainable development are also included in socio-economic development strategies, according to the Congress's terms, and are included in regulations related to technical sectors such as transportation, construction, trade, etc.".

Dr. Hung said that he submitted a petition for emission standards. If Vietnam did not previously have regulations on emissions in cars, it will gradually have regulations, and most recently, through the Prime Minister's commitment at the COP26 Conference to issue a Prime Minister's Directive on green transformation in transportation. Then the green transformation criteria are applied to all fields, because to aim for net zero emissions, not only the transportation industry but many industries must implement it together. Net Zero is also one of the goals to protect the environment.

"Policy are continuously issued, a continuation of the Party's policies and documents, institutionalized by Laws and guiding documents. Green transportation with electric buses, electric trains, electric motorbikes... is no longer just a legal document but has existed in our lives, towards the goal of green transformation" - Dr. Khuat Viet Hung said.

Need to be implemented synchronously, organize traffic conveniently for people

Sharing at the seminar, Mr. Ngo Viet Dung, Vice President and General Secretary of the Vietnam Sports Automobile Association, said: "I think that in large cities, emissions from transportation are one of the main problems. When the Prime Minister's Directive comes into practice, it will have a strong impact on changes in life and people's awareness of environmental protection.

Ring Road 1 is the center of Hanoi city, in addition to the people living there, there are also many State civil servants and people working there, not to mention the number of tourists is also very large... In addition to aiming for the common goal, I hope Hanoi will implement how to not affect people's lives as much as possible. I, like many other people, hope to receive support policies to be able to quickly transform green. In addition, I think it is necessary to have the participation of authorities at all levels to organize traffic, parking lots, electric charging... to make it more convenient for people".

"A clean air, a clean, beautiful, civilized green city is the desire of the majority of people. I think that the Prime Minister's Directive 20 will help people realize that it is time for us to change, change our thinking, change our habits, we cannot hesitate any longer" - Dr. Hoang Duong Tung - Chairman of the Vietnam Clean Air Network shared at the seminar.

According to this expert, to implement the Prime Minister's Directive, Hanoi City has immediately issued timely and appropriate policies, helping people feel secure and accompany in moving towards common goals. Support for people has also been concretized. In the near future, standards and regulations will also be issued, and there will also be regulations on charging and exchanging batteries for electric vehicles, to help people reduce their worries.

"An extremely important thing is to reorganize the public transport system, will expand public transport routes running on electricity, small buses to make it convenient for people when converting. Propaganda on the State's policies and goals is also one of the necessary measures, and is being implemented" - Dr. Tung commented.
