On the morning of June 25, Director of the Hanoi Department of Culture and Sports, Ms. Bach Lien Huong - Head of Working Group No. 10 (working group directing and guiding the arrangement of commune-level administrative units) - and members of the group worked with districts: Nam Tu Liem, Ba Vi, My Duc to grasp the implementation of the arrangement of commune-level administrative units in the area.
At the meeting, Nam Tu Liem District Party Secretary Nguyen Quang Hieu said that four new wards established after the administrative arrangement, including Tu Liem, Xuan Phuong, Tay Mo and Dai Mo, have been piloted to operate the two-level local government model. The goal is to ensure effective service for people and businesses, without interruption of work when officially put into operation.
The departments and officers of the 4 new wards have been operating to receive and process administrative procedure records; process interconnected records between the ward level and the city level; continue to handle administrative procedures (citizenship, land, construction...) with records submitted in the old ward but not yet processed, ensuring the rights of the people.
Mr. Nguyen Duc Tien - Chairman of the Vietnam Youth Union of Hanoi City - said that after the arrangement, Ba Vi district will have 8 new communes: Quang Oai, Vat Lai, Co Do, Bat Bat, Suoi Hai, Ba Vi, Yen Bai and Minh Chau. Of which, Minh Chau is the only island commune of Hanoi in this arrangement.
Despite difficulties in infrastructure due to geographical location, preparations are still being urgently implemented. The repair of headquarters and arrangement of workplaces for nearly 80 officials and civil servants are being carried out in parallel with receiving and handling administrative procedures for people, without interruption.
At the meeting, members of Working Group No. 10 answered and provided specific instructions on the issues raised by local leaders.
Ms. Bach Lien Huong acknowledged and highly appreciated the determination and responsibility of the units in synchronously implementing tasks so that by July 1, the local government apparatus at both levels will operate smoothly and effectively, bringing practical benefits to the people.
Despite many difficulties and challenges, localities have actively prepared documents, records, facilities, etc. to ensure that the arrangement work is carried out methodically, transparently and on schedule.
Receiving 26 recommendations related to 9 groups of issues, Ms. Huong requested localities to urgently implement: Review the headquarters of old communes to take advantage of existing facilities, arrange them appropriately for the activities of the new unit. Arrange enough staff in specialized departments to avoid delays and work interruptions when the new model is officially operational.
Ms. Huong also affirmed that she will maintain stable management of existing cultural institutions. Districts, towns and new commune-level authorities need to pay attention to directing the inventory, handover of records, assets and finances between the old and new units in accordance with regulations to avoid loss.
Social security work, ensuring human rights and civil rights must be given special importance. The construction of local government must be closely linked to the people, promote mastery and ensure service, and be subject to the supervision of the people.
Working Group No. 10 will continue to work with each commune to inspect the situation, provide professional guidance and promptly remove difficulties arising during the implementation process.
