Chairman of Hanoi People's Committee Tran Sy Thanh has just signed and issued a document implementing Official Dispatch No. 112/CD-TTg dated November 6, 2024 of the Prime Minister on focusing on resolving backlog projects, long-term construction suspensions; urgently deploying, completing, and putting into use to prevent waste and loss.
Accordingly, the City People's Committee requests the city's departments, branches, and sectors and the People's Committees of districts, towns, and cities to focus on organizing the dissemination and serious and effective implementation of the direction of General Secretary To Lam on combating waste; focus on thoroughly resolving existing problems, promptly completing and putting into use backlogged projects, works with prolonged construction suspension, headquarters, offices... according to the direction of the Prime Minister in Official Dispatch No. 112/CD-TTg dated November 6, 2024.
In the telegram, the Chairman of the Hanoi People's Committee requested the city's departments, branches, and People's Committees of districts, towns, and cities to direct the implementation of reviewing and making statistics on all projects and works that have been backlogged or suspended for a long time; within the scope and area of management.
The scope of the review includes public investment projects, non-budget investment projects in the fields of: transportation, agriculture, irrigation, environment, drainage and wastewater treatment, healthcare, education and training, science and technology, culture; urban area projects, housing areas (commercial housing, social housing, resettlement housing, student housing), parking lots, markets... that are slow to deploy, slow to invest in construction, not completed according to approved projects and plans; parks that have been invested in construction but not yet exploited, using park planning land plots that have not been invested in construction...).
Based on the review, units clearly report the causes, promptly develop plans and measures to overcome and immediately handle and eliminate existing problems and issues.
The City requires clearly defining responsibilities, work content, progress, completion time, and implementing agencies and units to serve as a basis for urging, inspecting, monitoring and evaluating, with a written report sent to the Department of Planning and Investment before November 25, 2024 for synthesis and reporting to the City People's Committee.
The city also requires reviewing and making statistics on all unused or ineffectively used state-owned buildings, offices, and housing areas within the scope and management area, especially for buildings and offices after the implementation of administrative unit rearrangement; proposing plans and measures to overcome, arrange, and effectively exploit these buildings. Clearly define responsibilities, work content, progress, completion time, and implementing agencies and units to serve as a basis for urging, inspecting, supervising, and evaluating; have a written report sent to the Department of Finance before November 25, 2024 for synthesis and reporting to the City People's Committee.
