According to the Department of Agriculture and Environment of Ho Chi Minh City, the city has allocated more than VND9,219 billion to 89 projects related to compensation in Thu Duc City and districts.
However, the total disbursed amount has only reached over 401 billion VND, equivalent to 4.35%.
Only 7 localities have achieved the disbursement rate according to Ho Chi Minh City's plan, including: District 4 (34.97%), District 8 (85.31%), District 10 (13.03%), Tan Binh District (100%), Phu Nhuan District (49.73%), Binh Tan District (10.63%) and Hoc Mon District (34.93%).
Meanwhile, Thu Duc City, Districts 3, 11, 12, Binh Thanh and Nha Be, Cu Chi, Binh Chanh districts are still at 0% of disbursement.
The Department of Agriculture and Environment of Ho Chi Minh City stated that the main reason for the delay comes from the fact that some local leaders have not been really determined in directing and lacking synchronous coordination between functional departments.
In addition, in many cases, people have not yet agreed with the compensation plan even though it has been mobilized, leading to a prolonged time for handing over the site.
Many key projects of the city are behind schedule due to stagnant compensation work, typically: Nguyen Khoi bridge and road; Xuyen Tam canal renovation; environmental improvement of Bac Kenh Doi.

In 2025, Ho Chi Minh City is assigned a plan to disburse more than VND 87,589 billion in public investment capital. However, as of May 14, the city has only disbursed VND 7.110 billion, equivalent to 8.3% of the total allocated capital.
According to the Ho Chi Minh City Department of Finance, to complete the target of striving to disburse by the end of June 2025 at a rate of 30%, the City needs to disburse VND 25,655 billion in capital.
At the Public Investment Disbursement Conference in May 2025, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc pointed out the reason for the slow disbursement stemming from the lack of attention and close monitoring of the leaders, as well as the delay in preparing portfolios and investment records.
There is not much time left. We need to deploy quickly and resolutely with a hot heart and a cold head for the development of the city - Chairman of the Ho Chi Minh City People's Committee emphasized.
Mr. Nguyen Van Duoc requested that heads of units must be wholehearted, courageous and coordinate effectively in handling work.
To achieve the target of disbursing 30% of the public investment capital plan in the second quarter, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Home Affairs to advise on organizing quarterly rewards for units that do well, and at the same time criticize and remind units that have not completed their tasks.
In addition, Mr. Nguyen Van Duoc agreed with the proposal to assign disbursement targets of the Department of Finance, requiring specific allocations for each unit and each project in priority order, with a clear disbursement roadmap for each quarter and month.
The Chairman of the Ho Chi Minh City People's Committee also directed the Department of Finance to regularly monitor and flexibly coordinate capital sources, promptly transferring them between units, sectors and projects, avoiding capital accumulation or ineffective allocation.
