Hoa Binh - The authorities have stepped in to handle the case of a trader who sued the Phuong Lam Market Management Board for raising fees as reported by Lao Dong Newspaper.

On June 7, the Office of the People's Committee of Hoa Binh province said that the Provincial People's Committee had issued a document assigning units to inspect, review and handle the content of Lao Dong Newspaper reflecting the frustration of traders because Phuong Lam market increased fees, lost parking lots...

In addition, the People's Committee of Hoa Binh City has issued a document assigning the Department of Economy, Infrastructure and Urban Areas to preside over and coordinate with the People's Committee of Phuong Lam Ward and related units to inspect and review the contents reported by Lao Dong Newspaper.

At the same time, advise the City People's Committee to consider and resolve according to its authority and issue a document informing the Press Agency according to the Law.

Previously, Lao Dong Newspaper had a series of articles reflecting on the frustration of traders at Phuong Lam market accusing the management unit of increasing service fees.

According to traders here, Phuong Lam market was built and put into operation by Construction Joint Stock Company No. 3 - VINACONEX 3 in 2006 with about 400 households participating in the auction, signing a kiosk rental contract for a term of 30 years.

When buying kiosks, they spent the same amount of money as dozens of golden trees, the cost of which included all services such as protection, cleaning and fire prevention and fighting (PCCC).

However, since the market was transferred to Phuong Lam Market Investment, Construction, Management and Trading Joint Stock Company 3 years ago, service fees have begun to appear and continuously increase.

Ms. Dang Thi Lien, a trader, said: Initially, the total cost of protection and cleaning was 70,000 VND. The second time it increased to 100 thousand VND.

Earlier this year, the market announced an increase in protection fees to VND160,000; new revenue arose, which was VND50 thousand for fire prevention and fighting. Thus, the total is 210,000 VND/month, more than double the previous increase.

The reporter's records in early June show that the market is currently in a state of serious disrepair, with many damaged items, and the fire protection system is almost unable to operate. Part of the second floor has been abandoned for many years, covered with dirt and spider webs.

Mr. Do Minh Khanh - Vice Chairman of Phuong Lam Ward People's Committee - said that the locality has received feedback from traders and requested the Management Board to continue maintaining services as before.

"The 2nd and 3rd floors of the market are currently rented by no household, and no revenue is generated, so the business side does not arrange human resources to clean regularly. This is offensive and does not ensure environmental hygiene. The government has repeatedly reminded but the solution is still very slow" - Mr. Khanh informed.

Regarding the fire prevention and fighting system, the leaders of Phuong Lam ward admitted that the enterprise has not fully fulfilled its maintenance and repair responsibilities. "The ward has requested the Management Board to review and report the current status of fire prevention and fighting equipment, urgently fix it to avoid unfortunate incidents," said Mr. Khanh.

According to Lao Dong, also related to this issue, recently, Chairman of Hoa Binh Provincial People's Committee Bui Duc Hinh also issued a document assigning Hoa Binh City People's Committee to resolve the petition of traders at Phuong Lam market; coordinate with relevant units to study and handle the content of the petition according to the provisions of law.
