Ho Chi Minh City is about to reclaim land from 1,166 Thu Duc households to open a 6-lane road

HCMC - Thu Duc City will reclaim land from 1,166 households to build Ring Road 2, and is expected to approve the compensation plan and make payments in December 2024.

The two sections of Belt Road 2 through Thu Duc City include: The section from Phu Huu Bridge to Vo Nguyen Giap Street is 3.5 km long; the section from Vo Nguyen Giap Street to Pham Van Dong Street is 2.8 km long.

Both sections will be cleared 67 m wide, building parallel roads on both sides (17 m each side, 3 lanes), the middle part is reserved for future expansion.

The total area of ​​land recovered is more than 61 hectares with about 1,166 cases affected. The total estimated cost of compensation and support for households is about 7,600 billion VND.

Thu Duc City has been collecting public opinions for over a month to ensure consensus before officially approving the plan.

According to the draft compensation plan, the highest price is about 111.5 million VND/m2 of residential land, frontage on Pham Van Dong street.

Next is residential land with frontage on Do Xuan Hop and Dang Van Bi streets, nearly 102 million VND/m2,... The lowest price in the area is more than 26 million VND/m2, applied to land on small roads.

Agricultural land, compensation level from 7.78 - 9.4 million VND/m2 depending on land type and route.

According to Mr. Vo Tri Dung - Head of the Compensation and Site Clearance Board of Thu Duc City, up to now, Thu Duc City has received feedback from 561 cases, most of which agree and hope the project will be implemented soon.

However, some opinions suggested reconsidering the compensation price, especially the large difference between frontage land and land in alleys; resettlement areas far from old residences, causing difficulties in traveling,... Some households proposed to design their own resettlement houses instead of applying a fixed model.

According to Mr. Vo Tri Dung, the compensation price is based on actual surveys from more than 120 land locations and transaction information, with the participation of independent consulting units.

It is expected that in December 2024, Thu Duc City will approve the compensation plan to disburse more than 5,800 billion VND and begin paying to households.

"We aim to start the project in the second quarter of 2025 and complete and put it into use in the fourth quarter of 2026," Mr. Dung shared.

Mr. Mai Huu Quyet - Vice Chairman of Thu Duc City People's Committee, said that the compensation price is built according to the market price, not lower than the newly issued land price list of Ho Chi Minh City. The resettlement land price is calculated according to the land price list to ensure the rights of the people.

Mr. Quyet added that people can send information on market land prices for authorities to review and adjust if necessary.

Thu Duc City has prepared more than 530 plots of land and nearly 450 apartments for resettlement. People can choose suitable locations, in case of exceeding the number, there will be a public draw.

Thu Duc City leaders said they have proposed that the Ho Chi Minh City People's Committee add special support policies for cases such as: interspersed agricultural land, poor households, and large families.

Ho Chi Minh City Ring Road 2 has a total length of 64 km, of which 50 km have been completed and put into use, the remaining 14 km have not been closed, divided into 4 sections.

Besides the two sections being implemented in Thu Duc City, section 3, over 2.7 km long from Pham Van Dong Street to Go Dua intersection, also in Thu Duc City, is being implemented under the BT (build-transfer) form but is still unfinished.

The final section (section 4) is 5.3 km long, located in the South of Ho Chi Minh City, connecting National Highway 1 through Nguyen Van Linh Street, and has not yet been allocated investment capital for construction.
