The above information is stated in the document of the Ho Chi Minh City Department of Transport (now the Department of Construction) sent to the Ho Chi Minh City People's Committee Office to resolve and respond to voters' recommendations before and after the 20th session of the Ho Chi Minh City People's Council.
According to the reflection of voters in An Phu Dong ward (District 12), people are very excited when the city invests in building a temporary An Phu Dong iron bridge connecting to Go Vap district, making travel more convenient.
However, after a long time of use, the bridge has shown many signs of deterioration, the bridge surface is damaged due to large traffic volume and load exceeding regular levels.
More worryingly, An Phu Dong iron bridge was once hit by barges and trailers, affecting the structure, raising concerns about the safety of people when passing.
Therefore, voters recommend that the city soon build a solid bridge to replace it and ensure long-term traffic safety.

Responding to voters' petitions, the Ho Chi Minh City Department of Transport (now the Department of Construction) said that an investor had previously proposed implementing a project to build a Vam Thuat bridge across the Vam Thuat river, connecting An Phu Dong ward (District 12) with ward 13 (Binh Thanh district) under the form of public-private partnership (PPP), but later withdrew.
The Department of Planning and Investment (now the Department of Finance) has proposed that the Ho Chi Minh City People's Committee include the Vam Thuat Bridge construction project in the city's list of projects calling for investment and was approved in 2022. Currently, Ho Chi Minh City is calling for investment in the Vam Thuat bridge project.
At the same time, the city also assigned the Department of Transport of the City Party Committee (now the Department of Construction) to coordinate with relevant units to prepare a dossier to propose the project to build Vam Thuat bridge, and at the same time upgrade and expand Vuon Lai road (District 12).
Currently, the Ho Chi Minh City Department of Construction is coordinating with the Traffic Construction Investment Project Management Board and the People's Committees of District 12 and Binh Thanh District to prepare a pre-feasibility study report. It is expected that the dossier will be submitted to the competent authority for consideration and decision on the investment policy in 2025.

In 2024, the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (investor of the Tham Luong - Ben Cat - Nuoc Len canal renovation project) proposed to invest in the construction of Vam Thuat bridge ( north of the Vam Thuat river) connecting Binh Thanh district and District 12.
According to the proposed plan, Vam Thuat Bridge will be built with reinforced concrete, with a permanent scale, the bridge surface is from 16 to 20 m wide, enough for 4 lanes for traffic.
The bridge will connect directly from Dang Thuy Tram Street (Ward 13, Binh Thanh District) to An Phu Dong (District 12) - this area currently does not have an existing route, only the plan for the extended Vuon Lai route is planned.

The total investment of the project is estimated at about 1,136 billion VND. Of which, the construction cost is about 329 billion VND, the remaining nearly 807 billion VND is for compensation and site clearance mainly in District 12.
