Ho Chi Minh City will investigate the responsibility of agencies for delayed administrative procedure dossiers

Ho Chi Minh City requests to clarify the responsibilities of agencies and individuals for the occurrence of late administrative procedure dossiers, and strictly handle the situation of avoidance, shirking, and causing trouble.

On September 7, the Ho Chi Minh City People's Committee issued a document requesting heads of departments, agencies, branches and Chairmen of People's Committees of wards, communes, and special zones to rectify discipline and administrative order, and improve the responsibility of performing official duties in resolving administrative procedures.

Accordingly, agencies and units must review the compliance with discipline and order of cadres, civil servants, and public employees, especially those who directly receive, guide and resolve dossiers.

Ho Chi Minh City requires strict implementation of regulations on administrative procedures, ethics, and public service culture; is not allowed to arbitrarily add additional components of dossiers, documents or request conditions outside regulations.

Units must promptly detect, rectify and handle the situation of irresponsibility, avoidance, pushing work, causing trouble, harassment or affecting the publicity, transparency, and fairness in resolving administrative procedures. The receipt and resolution of dossiers must ensure equality, in accordance with regulations, taking the satisfaction of people and businesses as a measure of service quality.

The Chairman of the Ho Chi Minh City People's Committee requested the heads of agencies and units to strengthen management and inspection of the performance of official duties, especially in positions that regularly contact and solve work for people and businesses.

The head must be responsible to the Chairman of the Ho Chi Minh City People's Committee if officials violate discipline and administrative order, cause trouble, harassment, prolong the time to resolve dossiers or do not promptly handle reflections and recommendations.

Units must proactively review stages, fields and positions that are at risk of arising troubles, harassment, causing difficulties or delays. In case of violations, collective and individual responsibilities must be handled according to regulations; at the same time, transfer and replace officials with limited capacity, not meeting requirements or not suitable for positions that regularly contact and solve work for people and businesses.

Ho Chi Minh City requests to organize regular or unscheduled inspections of the performance of tasks at the Public Administration Service Centers at all levels and departments directly handling administrative procedures.

The inspection content focuses on guiding, receiving, resolving, and returning dossier results; compliance with codes of conduct, public service ethics and responsibility to serve the People.

Agencies must effectively exploit the Information System for resolving administrative procedures to monitor the progress and time of processing dossiers. 100% of dossiers under their authority must be received and returned results on the system; at the same time, review and rectify dossiers that are at risk of being delayed, having to be supplemented many times or generating feedback and recommendations.

Ho Chi Minh City requests strict handling of acts of abusing positions and powers for harassment, causing difficulties, prolonging the time to resolve administrative procedures or showing signs of negativity in the performance of official duties.

For reflections on acts of causing trouble, harassment, irresponsibility, delays or signs of negativity, functional agencies must promptly verify and handle them according to their authority and inform the people and businesses of the results according to regulations.
