Ho Chi Minh City People's Committee has just issued a plan to implement Resolution No. 10/2026/NQ-HĐND dated June 19, 2026 of the City People's Council on supporting gift spending for people with meritorious services to the revolution, relatives of people with meritorious services to the revolution, social protection beneficiaries, poor and near-poor households on the occasion of the 50th anniversary of Saigon - Gia Dinh City honored to be named after President Ho Chi Minh (July 2, 1976 - July 2, 2026).
According to the plan, the support aims to recognize and express gratitude for the contributions and sacrifices of people with meritorious services to the revolution and relatives of people with meritorious services, and at the same time share and encourage vulnerable groups in the city during the anniversary of a particularly meaningful event.
Through the program, Ho Chi Minh City also wishes to spread the tradition of "When drinking water, remember the source", consolidate the great national unity bloc and promote the beauty of the city's affection.
People's Committees of communes, wards and Con Dao special zone will organize gift payments in July 2026, and at the same time carry out settlement and report according to regulations. Localities must proactively balance budgets if there is an increase in subjects, strengthen inspection and supervision and be responsible for the accuracy of the list of supported people.
The Ho Chi Minh City People's Committee also requested units to carefully review to ensure no duplication, no omission of subjects. Cases that have terminated the regime, transferred management places outside Ho Chi Minh City, have passed away or are receiving social pension benefits according to new regulations will not be eligible for support.
According to the resolution of the Ho Chi Minh City People's Council, people with meritorious services to the revolution, children of martyrs, relatives of martyrs who are receiving monthly allowances and relatives of people with meritorious services to the revolution who receive monthly death benefits will receive gifts in cash at a rate of 500,000 VND/person.
A similar level of support is also applied to social protection beneficiaries who are receiving monthly allowances; people who receive social pension benefits; people who stop receiving the regime of working capacity loss and switch to receiving regular allowances; subjects who are cared for according to the special policies of Ho Chi Minh City and Binh Duong before; and subjects who are being nurtured at public and non-public social assistance facilities.
Meanwhile, poor and near-poor households according to the review results in 2025 approved by the Ho Chi Minh City People's Committee will be supported with 1 million VND/household.
The total cost of implementing the policy is expected to be more than 179 billion VND. Of which, about 98,161 people with meritorious services to the revolution, children of martyrs, relatives of martyrs and relatives of people with meritorious services who are receiving monthly allowances will be supported with a total cost of more than 49 billion VND.
Group 227. 142 social protection beneficiaries are expected to be allocated more than 113.5 billion VND for gift spending.
About 16,448 poor and near-poor households will receive support with a total budget of more than 16.4 billion VND.
