The incident of losing satellite connection since April 15, 2024 has caused difficulties for a series of fishing vessels in Quang Binh province in implementing regulations on journey monitoring. Regarding the incident, Lao Dong Newspaper has published a series of articles reflecting on the cases of fishermen in Bao Ninh commune, however, up to now, the settlement of the support regime according to Decision 48 of the Prime Minister is still facing a deadlock due to lack of data from VNPT.
On March 21, according to Mr. Le Ngoc Linh - Head of the Quang Binh Fisheries Sub-Department, to complete the dossier to resolve the support regime for fishermen, the locality needs to have a printed version of the journey from the VNPT system. However, VNPT has not been able to enter the data into the system, causing the management agency to be unable to print the file components according to regulations. This is a civil contract between the people and VNPT, if the documents are not complete, the local government will not have enough legal basis to implement support policies for fishermen.
Mr. Linh emphasized that if VNPT can enter data into the system, the Department of Fisheries can take it from the server and print out the necessary documents. However, this has not been done, causing fishermen to wait in frustration.
Meanwhile, VNPT Quang Binh Business Center said that VNPT has coordinated with competent authorities to inspect, review and confirm cases affected by force majeure incidents, but so far there has been no consensus.
To resolve the difficulties, VNPT Quang Binh Business Center proposed that the Department of Agriculture and Environment of Quang Binh advise the Provincial People's Committee to organize an interdisciplinary meeting to discuss and agree on support solutions. Organizing a meeting will create consensus in resolving the regime for fishermen.
Previously, Lao Dong Newspaper reported that nearly 70 fishermen in Bao Ninh Commune (Dong Hoi City) could not submit their documents due to lost connection to monitoring the journey.
Some fishermen in Bao Ninh commune and the Quang Binh Network Business Center had a working session with each other. Documents provided by fishermen clearly state that the loss of connection occurred from 11pm on April 15, 2024, due to the Thuraya 3 satellite incident.
The households requested the network operator to be responsible and give opinions to the Provincial People's Committee, in order to resolve and support according to Decision 48 of the Prime Minister.
According to the Quang Binh Fisheries Sub-Department, up to now, about 40 fishing vessels have received fuel cost support after the disconnection of the journey monitoring incident. About 300 ships of Quang Binh have not yet received the above cost.
