Proposal to handle social housing brokers who violate regulations

Hanoi - The Department of Construction proposed that the City Police strictly handle brokers who take advantage of receiving declarations and submitting documents to buy/rent/rent-purchase social housing in violation of the law.

Recently, Hanoi has continuously approved and started construction of many social housing projects. This leads to an increase in the demand for people to register for purchases, especially when the current Housing Law has expanded the conditions for purchases and expanded the beneficiaries of the policy.

According to Lao Dong, taking advantage of increased demand, some exchanges and brokers continuously offer new social housing prices at a difference of hundreds of millions of VND. The difference will change according to the project progress.

For example, at the Rice City Thuong Thanh social housing project (also known as Rice City Long Chau, Long Bien district), although it was only during the construction of the CT1 basement, some brokers have advertised a difference of up to 350 million VND.

These brokers all said that they have a close relationship with investors and affirmed that the buying price is guaranteed to be won if customers quickly "gold".

Faced with this situation, the Hanoi Department of Construction has proposed that the city police strengthen the direction of the commune-level police (where there is a social housing project) to review and handle brokers who take advantage of receiving declarations and submitting buy/rent/rent-purchase documents in violation of the law.

According to the Department of Construction, any fraudulent acts when declaring and confirming social housing records when discovered, even during the post-inspection process, will be handled according to current regulations.

This agency also requested the Department of Agriculture and Environment to direct the Land Registration Office to guide people to declare documents to confirm favorable housing conditions. For the People's Committees at the commune level, it is necessary to support people in confirming housing conditions, income, and preferential loans.

The Department of Construction also noted that people can only submit documents directly to the investor, not through brokers and intermediary real estate trading floors. Before selling/leasing/renting out social housing, the investor is responsible for reporting to the Department to publicly post information on the website of this unit about the time to receive documents, selling price...

Previously, in mid-January 2025, the Prime Minister requested to focus on rectifying and handling the situation of some groups of brokers and speculators taking advantage of people's psychology and lack of knowledge to cause disruption in order to profit in the context of incomplete and transparent information about housing and real estate projects.

The Ministry of Construction and the Ministry of Public Security are assigned to inspect and review the real estate business activities of investors, trading floors, and brokers, and strictly handle violations if any.

According to the target assigned by the Government, Hanoi must complete 4,670 social housing units this year. In the coming time, the city plans to complete 8 projects with about 4,670 apartments. At the same time, 6 projects will also start construction this year with more than 10,200 apartments.

Hanoi can also approve the investment policy for 6 new projects, with a scale of 10,500 apartments to supplement the supply for the following years.
