40 ships in Quang Binh receive fuel cost support

Quang Binh - After the reflection of Lao Dong Newspaper, 40 fishing vessels received fuel cost support after the incident of losing connection to monitoring the journey.

After reflecting that fishermen suffered because they could not submit documents to receive fuel costs, some fishermen were supported according to Decision 48 of the Government. However, up to now, there are still hundreds of cases that have not been handled due to information disagreements between relevant parties.

Mr. Le Ngoc Linh - Head of the Quang Binh Fisheries Sub-Department said that the main reason for solving the difficulties for fishermen is that the network operator has not transferred data in time for the Department of Fisheries to join the system. To date, only about 40 cases have been handled, mainly in Canh Duong commune (Quang Trach) and Duc Trach (Bo Trach). Each case ranges from 50-70 million VND. About the remaining 300 ships have not been resolved.

The Department of Fisheries has sent a document requesting VNPT Quang Binh to transfer data soon to continue to resolve for the people.

Meanwhile, Ms. Truong Thi Hoang Yen - Deputy Director of VNPT Quang Binh Business Center said that cases that have not updated the software will definitely not have data. Some ships at sea during the incident from April 15, 2024 lost data, making it impossible for the software to detect. VNPT has repeatedly confirmed that this is an force majeure incident due to a satellite error, but the Department of Fisheries has not accepted and still requested data for handling.

VNPT also said that only a few cases were updated in June because these ships updated firmware as soon as they discovered the incident. The network operator has sent data of about 40 cases to the Department of Fisheries for synchronization.

The Department of Fisheries has issued a document confirming that the cases without data are due to satellite incidents and requested to handle them in a force majeure manner. VNPT then reviewed and responded to the list of affected vessels to the Quang Binh Fisheries Sub-Department.

The delay in resolving the support has caused difficulties for many fishermen. Some ship owners in Bao Ninh commune (Dong Hoi city) reported that they have repeatedly submitted petitions to the authorities but have not yet received satisfactory responses. Some households said they have had to borrow to continue operating, while the support money according to Decision 48 has not been resolved.

Many fishermen believe that if this situation continues, they will fall into debt and affect their livelihoods. Going to sea is not only a daily job but also the only source of life for many coastal fishermen's families.

Previously, Lao Dong Newspaper reported that nearly 70 fishermen in Bao Ninh Commune (Dong Hoi City) could not submit their documents due to lost connection to monitoring the journey.

Some fishermen in Bao Ninh commune and the Quang Binh Network Business Center had a working session with each other. Documents provided by fishermen clearly state that the loss of connection occurred from 11pm on April 15, 2024, due to the Thuraya 3 satellite incident.

The households requested the network operator to be responsible and give opinions to the Provincial People's Committee, in order to resolve and support according to Decision 48 of the Prime Minister.
