Must complete the second facility of two major hospitals within 6 months

The Prime Minister has requested that within the next 6 months, the Ministry of Health must complete the second facility of Bach Mai Hospital and Viet Duc Hospital and put it into use.

On the afternoon of November 9, at the regular Government press conference in October 2024, the press raised questions related to the difficulties of the second facility project of Bach Mai Hospital and Viet Duc Hospital.

At the Government meeting held this morning, Prime Minister Pham Minh Chinh requested the Ministry of Health to urgently resolve the problems related to the investment project to build the second facility of Bach Mai and Viet Duc Hospitals.

At the press conference, Deputy Minister of Health Le Duc Luan said that this project has been implemented since 2015, and has encountered many difficulties during the construction and implementation process.

By early 2021, both projects had temporarily stopped construction and to date have not resolved the problems, nor have there been any mechanisms to handle or adjust difficulties related to the projects.

Faced with that situation, in 2023, the Prime Minister decided to establish a Government Working Group including the Ministry of Health and related ministries such as the Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance, the Government Office, etc. to review difficulties and obstacles, propose solutions to remove them so that the project can continue to be built and serve the people.

Over the past time, the Government Working Group and the Ministry of Health have repeatedly reviewed the project's documents, comprehensively assessed the legal and technical aspects related to the project, researched and identified basic difficulties and problems that need to be resolved, and on that basis proposed solutions.

The Government Standing Committee and Government leaders held many meetings to listen to reports from the Ministry of Health.

Up to now, the Ministry of Health is finalizing the plan for further reporting and will propose to the Government and competent authorities a plan to remove difficulties of the two projects and continue to complete construction.

Following the Government's direction, the Ministry of Health is coordinating with relevant ministries and branches to develop a feasible plan that can soon be submitted to competent authorities, with a mechanism to resolve this problem. On that basis, these hospitals will continue to be built and put into operation.

Bach Mai Hospital is nearly 90% completed and Viet Duc Hospital is about 60% complete.

According to the Deputy Minister of Health, today, at the Viet Duc Hospital 2 project, the contractor is restarting to continue construction of the project.

For more information, Minister and Head of the Government Office Tran Van Son said that in the Government meeting this morning, the Prime Minister requested that within the next 6 months, the Ministry of Health must complete the second facility of these two hospitals and put them into use with great determination.

According to Lao Dong's investigation, while facility 1 of Viet Duc Hospital and Bach Mai Hospital are always overloaded, at facility 2 in Ha Nam, both hospitals are "closed and locked", abandoned, to the regret of the people.

The project to build the second facility of Viet Duc Hospital and Bach Mai Hospital in Phu Ly city (Ha Nam) started construction at the end of 2014 and is expected to be completed in 2017.

Facility 2 of Viet Duc Hospital has a scale of 1,000 inpatient beds and serves about 3,500 medical examinations per day, with a total construction floor area of ​​over 125,000m2, built with 1 basement and 9 floors.

Previously, the examination area of ​​Viet Duc Hospital, branch 2, was officially inaugurated in October 2018, but only stopped at the "ribbon cutting" without ever receiving patients.
