Prime Minister names projects with prolonged construction halts and waste

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 112/CD-TTg dated November 6, 2024 requesting ministries, branches and localities to focus on resolving backlog projects, stop construction, urgently deploy, complete and put into use to prevent waste and loss.

The telegram clearly stated that there are still many works and projects that have not been promptly resolved by authorities, sectors, agencies and units, causing backlogs and prolonged construction halts, such as:

The investment project to build Can Tho City Oncology Hospital, the second facility project of Bach Mai Hospital and Viet Duc Hospital, the flood prevention project in Ho Chi Minh City, the Vicem Operation and Transaction Center, etc. caused waste of resources and public outrage.

The Prime Minister requested many tasks to focus on resolving existing problems, promptly completing and putting into use backlogged projects, construction works, long-term construction suspensions, headquarters, and offices.

Ministers, heads of ministerial-level agencies, government agencies, and chairmen of provincial and municipal People's Committees shall organize the dissemination and serious and effective implementation of General Secretary To Lam's direction on combating waste.

Effectively implement the Government's Resolutions and the Prime Minister's directives on the effective use of resources, quickly deploy projects and works, avoid loss and waste, especially backlog projects, projects that have stopped construction, headquarters of ministries, agencies, state-owned commercial banks, investment projects in production and business at corporations, state-owned companies, hospitals, student dormitories, etc.

Ministers, heads of ministerial-level agencies, government agencies, and Chairmen of People's Committees of provinces and centrally-run cities shall direct the immediate implementation of reviewing and making statistics of all backlogged projects, construction works, headquarters, and offices that are not in use or are not being used effectively within their scope and management area.

Urgently develop a plan to handle backlogged projects and works, construction stops, and slow-progress construction; effectively use headquarters and office buildings, and report to the Prime Minister before November 30, 2024.

Clearly define the responsibilities of work content, progress, completion time, and implementing agency to serve as a basis for urging, checking, monitoring, and evaluating.

For work contents under authority, proactively have solutions to immediately and thoroughly handle problems and issues, at the same time arrange and mobilize resources to quickly implement projects and works that are backlogged, have been suspended for a long time, are behind schedule, and put into operation and use to effectively promote project objectives.

Arrange for effective use of office buildings and headquarters in the area, especially for office buildings and headquarters after administrative unit arrangement.

For matters beyond authority, promptly review, clearly report the content, problematic regulations, propose solutions, the responsible agency to resolve and the competent authority to decide, report to the Prime Minister for consideration and timely direction of handling before November 30, 2024.

Handle personal and organizational responsibilities for projects and works that are delayed or prolonged; resolutely replace or transfer to other jobs cadres and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in resolving related issues that cause projects and works to be delayed, prolonged, and waste resources.
