New Thoi Binh ward in Can Tho will be announced in November

Can Tho - In November 2024, Ninh Kieu District People's Committee chaired a conference to announce the new Thoi Binh ward officially coming into operation.

Can Tho City People's Committee has just issued a plan to implement Resolution No. 1192/NQ-UBTVQH15 on the arrangement of commune-level administrative units of the city for the period 2023 - 2025.

According to the plan, the City People's Committee requires ensuring the continuous, effective and efficient operation of the organizational apparatus in the political system of the commune-level administrative units subject to rearrangement until the new Thoi Binh ward officially comes into operation.

Create favorable conditions, not disrupting the lives and activities of people and production and business of organizations, units and enterprises in the area, stabilizing security, politics, and social order and safety in the locality.

Ensure complete handover of assets, finances and all relevant records and documents between commune-level administrative units before and after the arrangement.

The City People's Committee also set a roadmap. In November 2024, the Ninh Kieu District People's Committee will preside over and coordinate with the Department of Home Affairs and relevant agencies and units to organize a conference to announce Resolution No. 1192/NQ-UBTVQH15 and announce the new Thoi Binh ward officially coming into operation.

Regarding the arrangement and consolidation of the apparatus of the local government organization, the People's Council delegates of An Phu, An Cu, An Nghiep, and Thoi Binh wards before being arranged to form the People's Council of the new Thoi Binh ward will continue to operate until the end of the 2021-2026 term according to regulations.

The first session of the new Thoi Binh Ward People's Council is convened and chaired by a convener appointed by the Standing Committee of the Ninh Kieu District People's Council from among the delegates of the new Thoi Binh Ward People's Council until the People's Council elects the Chairman of the Ward People's Council.

At the first session, the People's Council of Thoi Binh ward elected the positions of the People's Council and People's Committee at the same level according to regulations and operated until the new People's Council was elected.

The organization and operation of the areas in the new Thoi Binh ward will remain the same and stable as they are now. In case after the arrangement, the areas have the same name, the Ninh Kieu District People's Committee will direct the new ward to carry out the procedures for changing the area name according to regulations.

Maintain the stability of the organization of schools in the ward so as not to affect the movement of students, ensuring the quality of teaching and learning. Import the status of the medical stations in the wards before the arrangement but still maintain medical examination and treatment activities at the old locations.

Regarding personnel, in November 2024, develop a plan and roadmap to arrange leaders, managers, cadres, civil servants, public employees, and part-time workers at agencies and organizations of the new Thoi Binh ward.

After the arrangement, the locality must have a plan and roadmap to reasonably resolve the number of redundant cadres and civil servants in accordance with regulations, to be completed no later than 5 years from the effective date of Resolution No. 1192/NQ-UBTVQH15 (November 1).

The arrangement of commune-level administrative units in Ninh Kieu district, Can Tho city is carried out by merging the entire natural area and population size of An Phu, An Cu, and An Nghiep wards into Thoi Binh ward.

After the arrangement, Can Tho City has 9 district-level administrative units and 80 commune-level administrative units.
