The People's Council of Lang Son province has just passed Resolution No. 12/2025/NQ-HDND stipulating the collection of fees and charges for two groups of services: online administrative procedures and conversion of documents after the arrangement and reorganization of the state apparatus.
Accordingly, all fees and charges in the list of the resolution are subject to the "0 VND" fee.
For online administrative procedures, the fees exempted include: fees for appraisal of land use right certificate documents; fees for exploitation and use of land documents; fees for providing information on transactions secured by land use rights, assets attached to land; fees for appraisal of environmental impact assessment reports, environmental restoration plans; fees for appraisal of environmental licensing...
Some types of fees are also exempted such as civil status fees, construction permit fees, business registration fees, land use right certificate fees, ownership fees for assets attached to land, and labor license fees for foreigners working in Vietnam.
In addition, the province also stipulates the fee of 0 VND for converting documents related to the arrangement and reorganization of the state apparatus, such as appraisal fees for granting land use right certificates, registration fees for securities transactions, civil status fees, construction fees, etc.
Resolution No. 12/2025/NQ-HDND takes effect from July 1, 2025. At the same time, this resolution abolishes Resolution No. 24/2023/NQ-HDND and part of the relevant provisions in Resolution No. 21/2024/NQ-HDND to unify the new collection rate.
The Provincial People's Committee is assigned to implement and report the results to the Provincial People's Council. The Standing Committee of the Provincial People's Council, the Legal Committee of the Provincial People's Council and the People's Council delegates will supervise the implementation of the resolution.
