In response to the forecast of heavy rain in the North, the Department of Irrigation Works Management and Construction issued an official dispatch on ensuring the safety of irrigation works, preventing the impact of flooding and inundation due to heavy rain in provinces and cities in the Northern region.
In order to proactively respond to heavy rain, ensure the safety of irrigation works and prevent flooding and inundation, minimizing damage caused by heavy rain, the Department of Irrigation Construction Management and Management recommends that relevant units closely monitor hydrometeorological forecasts and rain and floods. Inspect and review key projects and projects at risk of incidents to proactively deploy response plans to ensure project safety.
Pay special attention to the safety of irrigation lakes under construction, pay attention to underground works, underground works, and flowing works; be ready to relocate people, machinery, and construction equipment at risk of being affected. For vulnerable and unsafe irrigation lakes, it is necessary to consider limiting or not storing water.
The Department also noted that when there is heavy rain, risk of flooding, and inundation, irrigation works must be urgently operated to drain water for production and people's lives. At the same time, ensure the operation of reservoirs according to approved operating procedures.
For reservoirs with floodgates, based on the forecast of rainfall to adjust the lake water level to proactively welcome floods, ensure absolute safety of works and not discharge unusual floods causing unsafety to downstream areas, especially pay attention to the operation process and water storage for reservoirs under construction or completed and not yet handed over. Strictly implement early warnings to people in downstream areas before reservoirs release floodwaters and when there is a risk of incidents.
