Responding to storm No. 4: Hai Phong stops all activities at sea from 7:00 am on August 22

Hai Phong - The City Civil Defense Command has just issued a notice prohibiting some activities in the river mouth and coastal areas to respond to storm No. 4.

According to the National Center for Hydro-Meteorological Forecasting, from the afternoon of August 21, the tropical depression in the Northern Gulf of Tonkin has strengthened into a storm, storm No. 4 in 2026. Due to the impact of the storm, in Bach Long Vi special zone (Hai Phong) there were strong winds of level 8, gusts of level 9; Co To special zone (Quang Ninh) had strong winds of level 6, gusts of level 9. By 19:00 on August 22, the storm center was located at about 21.1 degrees North latitude - 108.3 degrees East longitude; in the Northern Gulf of Tonkin area, about 120km east of Quang Ninh, about 110km northeast of Bach Long Vi special zone. Wind intensity level 8, gusts of level 10.

The dangerous area is located about the north of the 19th parallel of the North latitude; from the 107th to 110th parallel of the East longitude. The disaster risk level is level 3 for the Gulf of Tonkin area (including Bach Long Vi, Van Don, Co To, Cat Hai and Hon Dau island special zones).

Based on the developments of storm No. 4 and the directing telegrams of the City People's Committee, the Hai Phong City Civil Defense Command requested to ban tourist ships and boats from fishing out to sea; and at the same time temporarily suspend tourism and entertainment activities at sea and islands; exploitation, aquaculture, fishing and other activities in the river mouth and coastal areas from 7:00 am on August 22.

The City Border Guard Command, People's Committees of coastal communes and wards and special zones urgently notify and call on ships operating at sea, laborers on aquaculture cages and watchtowers to move to safe shelters; arrange anchoring, arrange ships and boats, avoid collisions and sinking. The above tasks must be completed before 10:00 AM on August 22.

Functional forces resolutely prevent and not allow fishing boats and inland waterway vehicles to enter or stay in shelters when the weather is dangerous; if necessary, coercive measures will be applied according to regulations.

The Border Guard Command of Hai Phong City directed coastal border posts to organize fireworks displays, call ships and boats to return to shelters; and at the same time prepare forces and vehicles to participate in search and rescue when requested.

Activities at sea will only be restored to normal after the National Center for Hydro-Meteorological Forecasting issues the final news about storm No. 4.
