According to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 7:00 AM on August 21, the center of the tropical depression was located at about 20.3 degrees North latitude; 108.5 degrees East longitude, over the Northern Gulf of Tonkin, about 100km east of Bach Long Vi special zone. The strongest wind near the center of the TD is strong at level 7 (50-61km/h), gusting at level 9, moving mainly in the Northwest direction at a speed of about 5km/h.
Forecast for the next 24 hours, the tropical depression is likely to strengthen into a storm. By 7:00 AM on August 22, the storm center is forecast to be at about 20.8 degrees North latitude; 108.5 degrees East longitude, over the area north of the Gulf of Tonkin, about 190km east of Hai Phong and about 120km northeast of Bach Long Vi special zone. The strongest wind near the storm center is strong at level 8, gusting at level 10.
In the next 24 hours, the storm will move in a westerly direction at a speed of about 5km/h and maintain its intensity. Forecast from the next 48-72 hours, the storm is likely to change direction, moving slowly south, moving about 3-5km per hour.
Faced with the risk of a tropical depression strengthening into a storm, the Chairman of Hai Phong City People's Committee requested departments, agencies, branches and People's Committees of communes, wards, and special zones to continue to seriously implement directives on proactively responding to the risk of heavy rain, floods, flash floods, landslides and tropical depressions in the East Sea.
Localities are required to closely monitor the developments of tropical depressions/storms, proactively review and implement natural disaster prevention and control plans according to approved scenarios; be ready with forces and vehicles for rescue and relief when requested.
For coastal localities, the city requests to organize counting, notify vehicle owners and captains of ships and boats operating at sea of the location, direction of movement and developments of tropical depressions/storms to proactively prevent, escape or not move into dangerous areas.
Localities must proactively implement measures to ensure safety for people at cages and rafts, aquaculture watchtowers at sea and vehicles that have returned to anchorages. At the same time, promptly inform people and tourists in coastal tourist areas to proactively prevent and avoid, especially paying attention to storms, tornadoes, and lightning situations; implement measures to ensure safety for coastal construction projects.
For other localities, the City People's Committee requests to proactively implement measures to prevent and control tropical depressions/storms in accordance with weather developments and local characteristics; be ready with drainage plans, flood prevention, and protection of agricultural production when heavy rain occurs due to tropical depression/storm circulation.
The Director of the Department of Agriculture and Environment, Deputy Head of the City Civil Defense Command is assigned to regularly and closely monitor weather developments. Based on the situation of tropical depression/storm, proactively coordinate with the Department of Construction, the City Military Command and relevant localities to advise on issuing documents prohibiting activities on rivers and seas to prevent and minimize damage.
