Starting construction, deploying vigorously and then suddenly stopping
According to research, the new residential area project in the East of Ha Trung town was approved by the People's Committee of Thanh Hoa province in the land use planning for the period 2021 - 2030 and the land use plan for 2021 of the old Ha Trung district.
To implement the project, in 2021, the People's Committee of Ha Trung district issued a notice of land acquisition for site clearance. The total area recovered is about 50 hectares, involving 460 households. Of which, more than 350 households have agreed to receive compensation, while the remaining more than 100 households have not agreed due to the reason of low compensation prices.
After a period of extensive construction, the project suddenly stopped. Talking to reporters of Lao Dong Newspaper, a representative of the People's Committee of Ha Trung Commune (Thanh Hoa Province) said that the project investor was previously the People's Committee of Ha Trung District. After the district-level administrative unit was merged, the project was transferred to the People's Committee of Ha Trung commune as the investor.
"The project is currently suspended due to many reasons. Of which, more than 50 households in subdivisions 1 and 2 have not agreed to receive compensation. In subdivision 3 alone, investors are facing financial difficulties so they cannot implement it yet" - a representative of the People's Committee of Ha Trung commune informed.
According to this person, the locality is coordinating with authorities to remove obstacles, propagate and mobilize households that have not received money to agree and hand over the site soon. At the same time, the commune will report to the province on the implementation progress of investors.
Also having problems with compensation for site clearance
Previously, in early April 2023, many households in Yen Son commune, old Ha Trung district (now Ha Trung commune, Thanh Hoa province) set up tents, focusing on protesting the investor's implementation of the new technical infrastructure project for residential areas in the East of Ha Trung town ( Zones 1, 2, 3). People believe that investors arbitrarily reclaim agricultural land without consensus, without holding a meeting and without a decision to reclaim land from competent authorities, but only based on Notice No. 282/TB-UBND Ha Trung dated September 16, 2021.
People do not agree with the compensation level that is considered too low, only about 20 million VND/sao (500m2). The incident has upset many people, setting up protest camps in the project area...
According to the representative of the People's Committee of Ha Trung district (at the time of the incident), the district had applied policies according to Decision 25 and Decision 19 of the People's Committee of Thanh Hoa province. The compensation for land acquisition is 20 million VND/sao; support for job conversion of 30 million VND/sao; support for a production crop of 2.5 million VND/sao, a total of 52.5 million VND/sao of rice.
The government also has a policy to support livelihoods for people whose land is recovered. Households whose entire agricultural land area is recovered (including people of working age) if they have a job need in the locality will be directly registered. In case there is a need to go abroad to work, they will be consulted and supported with loans. However, according to the reporter of Lao Dong Newspaper, many households have not yet agreed to receive compensation, causing the project to continue to stagnate.
