Encountering site clearance, Lang The freshwater reservoir project is difficult to construct synchronously

HOÀNG LỘC |

Vinh Long - The freshwater reservoir project along the Lang The riverbank is progressing positively, but some locations are still lacking ground, affecting synchronous construction of items.

Basic ground cleared

The Lang The riverside freshwater reservoir project is implemented in the 2025-2028 period, with a total investment of 860 billion VND, expected to be completed by the end of November 2027. According to the Provincial Agricultural Project Management Board, as of August 19, the construction value reached more than 415 billion VND, exceeding 17.41% compared to the planned progress.

In 2026, the project was allocated 170 billion VND of public investment capital, and so far more than 169 billion VND has been disbursed, reaching 99.6% of the plan. Site clearance is identified as an important condition to ensure progress.

In Nguyet Hoa ward, phase 1 basically completed site clearance, recovered area of more than 175,000m2, related to 172 households, one religious establishment. The locality has paid 173/173 cases, totaling more than 460 billion VND.

Mr. Ta Van Be Nam - Vice Chairman of Nguyet Hoa Ward People's Committee - said that payment and handover of land have been completed to help contractors access the construction site and deploy items according to plan, contributing to maintaining the positive progress of the project.

However, in the Cho hamlet area, Binh Phu commune, the embankment section on the right bank, about 517.5m long, still has some locations lacking ground, making it impossible for the contractor to organize construction.

Regarding the remaining site clearance in Binh Phu commune, the Department of Agriculture and Environment is guiding the locality to complete dossiers and submissions according to regulations to continue handling cases that have not been completed.

Removing bottlenecks for synchronous construction

Mr. Tran Trung Kien - Vice Chairman of Binh Phu Commune People's Committee - said that relevant units are reviewing each location, each case to handle according to their authority, in order to soon complete the remaining procedures. "Early completion of procedures, approval of support plans and handover of land helps contractors deploy synchronously items, maintaining the project's progress advantage," Mr. Kien emphasized.

Thus, the current difficulties are not on the entire route but concentrated in some locations belonging to the right bank embankment section in Cho hamlet. However, the unhanded over site directly affects the ability to organize continuous construction.

Reviewing dossiers, identifying each case and completing support plans are considered necessary steps to handle bottlenecks. When the site is fully handed over, contractors will have conditions to deploy synchronously the items.

Mr. Nguyen Truong Giang - Deputy Director of Vinh Long Provincial Agricultural Project Management Board - said that the Lang The project not only aims to increase water storage and regulation capacity but also contributes to improving infrastructure, landscape and socio-economic development conditions in the project area.

With a construction value of 51.57% of the contract, exceeding 17.41% of the plan and capital disbursement in 2026 reaching 99.6%, the project is progressing positively. However, it is necessary to soon complete the missing site to avoid interrupting construction.

Site clearance helps maintain progress and promote the efficiency of public investment capital. When completed, the project will increase the capacity to store and regulate water for production, living, drought and saltwater intrusion response, and improve traffic.
