The project to upgrade National Highway 32C, Hien Luong section - Yen Bai city, invested by the Department of Transport of Yen Bai province (old) with a total cost of over 500 billion VND.
Phase 1 started construction in 2012, the section from Km79 - Km87; Phase 2 started construction in 2021, the section from Km87+150 - Km96+500, passing through Au Lau ward (Lao Cai province).
On September 16, Lao Dong noted that the National Highway 32C Upgrade Project is still under construction, and site clearance is still slow.
Some sections are being paved, many locations have to stop due to problems with houses. Along the route, many machines and materials are gathered waiting for construction. In particular, there are construction sections that are unfinished after many years, overgrown with grass.









Mr. Duong Duc Vien ( Au Lau ward) said that this road has been under construction for nearly 13 years but is still unfinished. The contractor has paved some places with asphalt, some places are still laden with grass, many houses still live in the middle of the road, so people are wondering when the project will be completed.
According to Mr. Vien, the people who previously obstructed the construction were due to not accepting the compensation plan as well as the desire to soon have a resettlement area for relocation.
Mr. Nong Van Hien - Deputy Head of the Lao Cai Province No. 1 Investment and Construction Project Management Board - said: From July 1, 2025, the two-level local government will come into operation, the merger of agencies related to site clearance along with changes in instructions and policies has caused this work to be interrupted, not meeting progress requirements.
Currently, the project still has 1.2 km of land to implement construction, with a total of 53 households still stuck; the sections of the route are handed over on a small scale, not continuously, causing difficulties for construction and affecting the overall progress of the project.



"The project has been extended by the Ministry of Transport (now the Ministry of Construction) until the end of 2025. However, the remaining workload is very large, if the site clearance is not completed by the end of September, the risk of not being able to complete the project in 2025 is very high", informed the Deputy Head of the Lao Cai Province No. 1 Investment and Construction Project Management Board.
Regarding the National Highway 32C Upgrade Project, Permanent Vice Chairman of Lao Cai Provincial People's Committee Nguyen The Phuoc requested the No. 1 Construction Investment Project Management Board to coordinate with Au Lau Ward People's Committee and relevant departments and branches to focus on removing obstacles to site clearance.
In particular, it is necessary to promptly develop a compensation plan, publicize the resettlement plan and arrange accommodation for affected households, creating conditions for smooth construction, ensuring the goal of completing the entire project before December 31, 2025.
