As Lao Dong reported, Dong Trai irrigation dam in Phu Luong commune was built in mid-2021, completed and put into use in 2022.
The project has a construction cost of nearly 15 billion VND, invested by the Management Board of the Tuyen Quang Agriculture and Rural Development Project Management Board, and is supervised by 27-7 Company Limited.
It was once expected to solve the drought problem, but now the irrigation dam has caused difficulties for many people when crops lack water for cultivation. Not to mention, the overflow bridge at the irrigation dam is peeling and deteriorating.
According to the reporter's investigation, at the end of June 2025, the Management Board of the Construction Investment Project for Agriculture and Rural Development Works of Tuyen Quang province issued Document No. 553 on the repair of the bridge surface through the spillway and the Dong Trai lake project.
Accordingly, through inspection, construction items such as management and operation roads, dams, floodgates, drainage culverts, etc. are operating normally, with no signs of deterioration or damage.
In particular, the bridge project through the spillway has 3 locations with peeling concrete on the bottom table with an area of about 1.5m2, peeling depth from 1 to 2.5cm and weak steel.
The reason is that some submerged contractors have not been guaranteed evenly, leading to the concrete section below being adjacent to the submerged trunk that does not meet the requirements, and being peeling over time.
The Management Board of the Rural Development Project of Agriculture and Rural Development works requires the contractor to organize the demolition and reconstruction of the entire bridge deck according to the design documents. Ensure completion by July 10, 2025 at the latest.
Mr. Hua Sy Ha - Construction Management of Company 27-7 said that the unit has demolished the old spillway and rebuilt it completely according to the design.
"The cause of deterioration is due to problems with the concrete structure. The contractor is working hard to remove all old bridge structures and complete the construction of a new bridge. The construction time is within 1 week and was completed in early July," said Mr. Ha.
Previously, speaking with a reporter from Lao Dong Newspaper, a leader of the Management Board of the Construction Investment Project Management Board of Tuyen Quang Agriculture and Rural Development Works said that the project has been completed and handed over for use for 2 years, and the warranty period has now expired. Regarding the peeling overflow bridge location, the unit has requested the company to handle and repair it. The budget is made by the contractor himself.
According to Mr. Duong Anh Chung - Chairman of Phu Luong Commune People's Committee, the information reflecting on irrigation dams affecting local people's livelihoods has been grasped; recently, they have directly come down to inspect and report to superiors to have a solution.
