Electric vehicles run illegally day and night
Although the People's Committee of Phu Yen province has issued a decision to cancel decisions related to the pilot of 4-wheeled motorized passenger vehicles (including electric vehicles) in the province from February 28, 2025, in reality, this type of vehicle is still brazenly operating openly, even massively, without being handled by the authorities.
Along with that, according to Clause 2, Article 24 of Decree 165/2024/ND-CP dated December 26, 2024 of the Government, from February 15, 2025, 4-wheeled motorized passenger vehicles are only allowed to operate on routes with a maximum speed limit of 30km/h applied to all vehicles... However, currently, in Tuy Hoa City and routes connecting tourist attractions, this type of sign has not been installed, meaning that 4-wheeled electric vehicles are no longer qualified for circulation.
According to the reporter of Lao Dong Newspaper, for more than half a month, many 4-wheel electric vehicles have been picking up and dropping off customers in large numbers at famous tourist attractions in Tuy Hoa City. From Nghinh Phong Tower - a new symbol of Phu Yen province, to restaurants and hotels in the inner city, the type of tourist electric vehicles continues to operate busily as if there were no previous regulations prohibiting it.
According to the reporter's records, a Ha Phu electric car with license plate 78TD-000.62 (belonging to Ha Phu Tourism and Trading Service Joint Stock Company) carrying dozens of passengers was running on the city's central roads. When he discovered someone filming, the driver immediately accelerated and ran away. At noon on March 12 and the afternoon of March 17, many other electric cars of this business were still operating freely, picking up and dropping off customers at restaurants, resorts and main roads in the city.
In particular, when the reporter played a tourist and contacted the Ha Phu Electric Vehicle Hotline (02576.27.27.27), a female employee said: "The staff run from 6am to 0am, serving pick-ups to the point, including the train station, airport or bus station". This person also introduced specific prices, routes and service packages, as if there were no legal constraints.
The electric vehicle pilot has been canceled
Speaking to Lao Dong Newspaper, Mr. Nguyen Xuan Canh - Deputy Director of the Department of Construction of Phu Yen province - said that after Decree No. 165 took effect, the Department of Transport (now the Department of Construction) issued a document requesting localities in the province to review and count the routes under their management with installation of speed signs at a maximum speed of 30km/h - a mandatory condition for 4-wheeled motorized passenger vehicles to operate according to the provisions of Clause 2, Article 24 of this Decree.
However, through review, all 8 districts and towns in the province have not had any roads installed with this type of sign. Tuy Hoa City - where electric vehicles are most active - is still in the survey process, with no reports yet.
"To comply with regulations, the province has abolished decisions to pilot electric vehicles, meaning that electric vehicles must stop operating. If it is still operating, it is... illegal. The inspection and handling of violating vehicles is under the authority of the traffic police force," said Mr. Canh.
According to Mr. Canh, currently in Phu Yen province, there are only 2 units operating 4-wheeled motorized passenger vehicles, namely Ha Phu Tourism Trading and Service Joint Stock Company and Suntaxi Joint Stock Company Branch in Phu Yen.
Faced with difficulties in the implementation of Decree No. 165, the Department of Construction has sent a document to the Department of Finance for synthesis, and at the same time recommended that the Government consider and abolish Clause 2, Article 24 - a regulation that causes difficulties for the operation of this type of vehicle in the locality.
The leader of Tuy Hoa City People's Committee also affirmed that up to this point, the city has not had any road with a maximum speed limit of 30km/h as prescribed by the Decree.
In further discussion, Lieutenant Colonel Vo Hung Tuong - Head of the Traffic Police Department of Phu Yen Provincial Police - said that according to regulations, 4-wheeled passenger vehicles with electric engines must stop operating. However, after receiving the report from the newspaper, the Traffic Police Department will direct the force to check and handle the case.
