The project of the road connecting Thanh Hoa City to Tho Xuan Airport (section from Provincial Road 514 to Tho Xuan Airport) was approved by the Chairman of Thanh Hoa Provincial People's Committee in Decision No. 4492/QD-UBND dated October 31, 2019, the investor is the Department of Transport of Thanh Hoa province.
The scale of the project is to invest in upgrading and expanding 10,998km of existing roads to ensure the scale of level 3 roads in the delta, with a total investment of more than 1,100 billion VND. Of which, the cost of site clearance is more than 498 billion VND; the construction cost is more than 500 billion VND and other costs are more than 109 billion VND. The project implementation period is no more than 5 years (2019 - 2023).
Despite the approval, however, according to current records, this trillion-dong project has only implemented a few items, which are messy and somewhat wasteful. Some bridges and culverts have been built but left empty, with weeds growing everywhere. In addition, some equipment and bridge girder systems are arranged in a mess, revealing rusty iron bars.
Talking to Lao Dong, about the reason for the delay in implementing the above project, the representative of the investor, the Thanh Hoa Department of Transport, said that during the implementation process, the capital allocated for site clearance work did not meet the demand, so the project had to be temporarily suspended.
Also for the above reason, the Chairman of Thanh Hoa Provincial People's Committee recently decided to adjust the project implementation time: From "No more than 5 years (2019 - 2023)" to "Completed in 2025".
Regarding this project, most recently, the Thanh Hoa Department of Transport also conducted an inspection of the actual status. Thereby, it was determined that the system of rusted iron bars was due to the project having been stopped for a long time (since 2021), being affected by the weather, causing the protective layer of cement to peel off at the steel reinforcement locations.
To solve the above problem, in the immediate future, the Thanh Hoa Department of Transport has directed the Thanh Hoa Traffic Construction Investment Project Management Board and construction contractors to clean, remove rust and re-coat with cement water to protect the steel reinforcement.
In addition, the Department is also coordinating with the locality to review the site clearance costs and total investment of the project. From there, it reports to the Chairman of the Provincial People's Committee and the People's Council of Thanh Hoa province to balance and allocate capital sources to promptly implement construction and complete the project.
