On January 31, the Ministry of Public Security organized a meeting to review the results of implementing Plan No. 483 dated October 7, 2024 on general review, detection, management of addicts, illegal drug users, people under management after detoxification; fighting and eliminating complex drug spots and hotspots and state management of detoxification and post-drug detoxification.
According to reports, from September 2025 to now, the Police force has fought, resolved, and removed from the list 336 points organizing and harboring illegal drug use, arrested 1,273 subjects; detected and handled 537 cases/1,116 subjects of illegal drug trading, storage, and transportation, contributing to maintaining security and order from the grassroots level.
Drug detoxification and post-detoxification management continue to be deployed methodically, scientifically, and humanely. Currently, 77 public drug detoxification facilities are managing and organizing detoxification for nearly 47,000 people.
Many businesses and production and business establishments have proactively coordinated and received people after detoxification to work. Organizing mobile court hearings at detoxification facilities contributes to raising legal awareness, strengthening deterrence, and preventing recidivism.
At the conference, Senior Lieutenant General Nguyen Van Long - Deputy Minister of Public Security - requested the Director of the Drug Crime Investigation Police Department, Directors, Deputy Directors of local police, leaders of professional departments and Heads of commune-level police to thoroughly grasp the spirit of "say less, do more, do it to the end, do it effectively", resolutely overcome the situation of formalism and coping.
Deputy Minister Nguyen Van Long affirmed that reducing demand and detoxifying drugs is a particularly important solution, not only contributing to reducing crime, ensuring security and order but also carrying profound humanistic and humanitarian meaning. If detoxification, reducing demand, and reducing the harmful effects of drugs are done well, many people and families will be saved from destruction, helping many young people not to fall into the path of crime.
The Deputy Minister of Public Security requested the police of localities to clearly define the responsibility of heads, assign and decentralize specific and clear tasks; resolutely review and handle responsibilities for collectives and individuals who loosened leadership, let areas and subjects with complex drug problems slip through.
The review and management must be carried out in the spirit of "6 clears": Clear people; Clear tasks; Clear responsibilities; Clear authority; Clear deadlines; Clear results. Clean up to where, absolutely do not let the complicated drug situation reoccur.
Commune-level police must "go to each alley, knock on each house, search each subject", focusing on boarding houses, industrial parks, and conditional business establishments; proactively test drugs, strictly manage subjects with signs of psychosis, "ice stoned", absolutely not allowing drug addicts and drug users to commit crimes.
In localities where the situation is complicated, the head must be responsible," Deputy Minister Nguyen Van Long directed.
Regarding drug detoxification and post-detoxification management, Deputy Minister Nguyen Van Long assigned C04 to urgently advise on the promulgation of regulations on supervising addicts and post-detoxification people associated with the Law on Drug Prevention and Control (amended).
