Previously, on the morning of July 16, Road Traffic Police Team No. 3, Traffic Police Department of Lao Cai Provincial Police received information about a vehicle carrying materials in Yen Bai Ward, Lao Cai Province, spreading rocks and soil onto the road, causing traffic insecurity.

As soon as the information was received, the Traffic Police Team proactively verified and determined that at about 11:30 a.m. the same day, a car with license plate 21H-017.xx, driven by Duong Phu Hanh (in Quy Mong commune, Lao Cai province), was carrying asphalt and soil from the construction site in the area traveling on Yen Ninh road to Au Co road.
At that time, the truck driven by Duong Phu Hanh was doing the act of dropping rocks and soil onto the road. Road Traffic Police Team No. 3 has drawn up a record of the incident, requesting a remedy to clean up the scattered rocks and soil.
According to Point b, Clause 2, Article 17, Decree 168 of the Government: The act of driving a vehicle towing mud, soil, sand, raw materials, materials or other waste onto the road causing traffic insecurity will be subject to a fine of 2 - 4 million VND. At the same time, deduct 2 driving license points.
