The Ministry of Finance issued Circular No. 133/2025/TT-BTС (Circular 133) regulating the organization of state budget estimates for 2026.
According to Clause 2, Article 3 of Circular 133, regulations on allocation and assignment of regular expenditure estimates are as follows:
Ministries, central agencies and localities allocate and assign estimates to affiliated agencies, units, and lower-level local authorities to use the budget within the scope of estimates assigned by competent authorities in accordance with regulations, in accordance with regulations, standards, and norms for budget expenditures issued by competent state agencies; fully implement salary, bonus, pension, preferential allowances for people with meritorious services, social assistance and social security policies, regimes and policies issued, important tasks according to the provisions of law, and tasks decided by competent authorities. In which:
Ensuring funding for law-making work; funding for organizing the 14th National Party Congress, election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term; funding for implementing activities of the Program on prevention and control of child accidents and injuries; activities within the framework of APEC Year 2027.
Allocate budget to ensure the implementation of inspection, testing, and handling of unsafe food destruction for agencies and units assigned to handle administrative violations of food safety in accordance with the provisions of the State Budget Law and related legal documents.
For provinces and cities directly under the central government, in addition to the above requirements, pay attention to implementing the following contents:
Allocate sufficient funds to ensure the implementation of centrally issued regimes and policies until the time of assigning the 2026 budget estimate.
Use targeted supplementary funds from the central budget for the local budget to implement tasks to ensure traffic order and safety in the local area to spend on functional forces related to traffic inspectors, Traffic Safety Boards at all levels under the locality... (excluding local police forces because they have been guaranteed in the state budget expenditure estimate of the Ministry of Public Security) in accordance with the actual situation of the locality.
Use targeted supplementary funds from the central budget for the local budget, local budget sources and other legal financial sources to manage, maintain, maintain, repair roads under the local road system management (including national highways according to decentralization) according to the provisions of the Road Law, Road Traffic Order and Safety Law and guiding documents.
Use targeted supplementary funds from the central budget for the local budget, local budget sources and other legal financial sources to implement policies and preferential regimes for people with meritorious services to the revolution under local management in accordance with the law on state budget, preferential treatment for people with meritorious services to the revolution and relevant legal regulations.
Prioritize allocating funds to ensure the implementation of environmental protection public service expenditure tasks according to Resolution No. 41-NQ/TW dated November 15, 2004 of the Politburo on environmental protection in the period of accelerating industrialization and modernization of the country, environmental protection laws, Circular No. 02/2017/TT-BTC of the Ministry of Finance amended and supplemented according to Circular No. 31/2023/TT-BTC of the Ministry of Finance; funds for the implementation of the Project on developing applications of population data, electronic identification and authentication to serve national digital transformation in the period 2022-2025, vision to 2030 according to Decision No. 06/QD-TTg and Directive No. 04/CT-TTg of the Prime Minister.
