The purchase price of a special-use car specified in this Decision is the purchase price of the car, including all taxes payable according to the provisions of law, after deducting discounts and rebates (if any); Not included: Registration fee; Fees for registration and issuance of vehicle license plates; insurance fees; Fees for issuance of certificates of technical safety and environmental protection inspection for motor vehicles and specialized motorcycles; Road maintenance fees related to vehicle use and other fees and charges according to the law on fees and charges. In case a car is exempt from taxes (import, special consumption, value added), this exempted tax amount must be included in the car purchase price to determine standards and norms.
The quantity and purchase price of specialized cars specified in this Decision are the maximum quantity and price. When making purchases, agencies and units must base on the characteristics, technical characteristics, types, brands, relevant structures and market prices at the time of procurement to select the unit. supplier according to the provisions of law on bidding, ensuring the purchase price does not exceed the maximum level prescribed by the Provincial People's Committee in this Decision.
In case the car purchase price on the market at the time of purchase is higher than the maximum price issued by the Provincial People's Committee, the Department of Finance is responsible for advising and reporting to the Provincial People's Committee to consider and adjust accordingly and promptly. time.
