Circular 79/2024/TT-BCA regulates the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes. The Circular takes effect from January 1, 2025. According to this regulation, motorbike and car license plates will have 5 digits. Many people are worried about whether 4-digit license plates such as the four of a kind are allowed to participate in traffic or must be revoked?
Article 39 of Circular 79/2024/TT-BCA stipulates transitional provisions, which stipulates that vehicles with 3-digit, 4-digit or 5-digit license plates with the symbols "MK", "TD", "LD", "DA", "MD", "R", "CT", "LB", "CD" registered before the effective date of this Circular will continue to be allowed to participate in traffic.
In case the vehicle owner has a need or when the vehicle owner carries out procedures to change or reissue the vehicle registration certificate, license plate or register the vehicle name change, the license plate shall be changed according to the provisions of this Circular.
Thus, according to the new Circular from January 1, 2025, vehicles with 3-digit and 4-digit license plates such as the four-digit number will continue to be allowed to participate in traffic. However, if the vehicle owner has a need or wants to transfer the vehicle's name, he/she must return this license plate to be issued a 5-digit license plate.
Some notable transitional provisions of this Circular are as follows:
For vehicles registered with 5-digit license plates before the effective date of this Circular but have not completed the revocation procedures, that license plate number is determined to be the vehicle owner's identification license plate, except for license plates with the symbols "MK", "TD", "LD", "DA", "MD", "R", "CT", "LB", "CD".
For vehicles registered with 5-digit license plates, if the vehicle owner has completed the revocation procedure before August 15, 2023, the license plate number will be transferred to the license plate warehouse to issue a new license plate according to regulations.
For vehicles temporarily registered for testing on public roads before the effective date of this Circular, if the vehicle owner has a need, they can continue to be extended, the temporary registration period is implemented according to this Circular.
For commune-level police assigned to register motorbikes before August 15, 2023, they will continue to register vehicles according to regulations.
License plates with serial numbers not specified in this Circular and vehicle registration certificates produced before the effective date of this Circular may continue to be used until December 31, 2025.
Specialized motorbike registration certificates and specialized motorbike license plates issued by the Department of Transport before January 1, 2025 shall continue to be used until December 31, 2026; from January 1, 2027, vehicle registration certificates and license plates must be used according to regulations.
When carrying out procedures for vehicle registration, change, re-issue, or revocation of vehicle registration certificates and license plates for specialized vehicles registered by the Department of Transport before January 1, 2025, the vehicle registration agency shall base on valid vehicle registration documents handed over by the Department of Transport to carry out procedures according to regulations.
In case of first-time vehicle registration using the full online public service for vehicle owners who are organizations or foreigners, it applies when the vehicle owner has a level 2 or higher electronic identification account.
