From January 1, 2025, the Law on Road Traffic Order and Safety No. 36/2024/QH15 stipulates that in case a person with a driving license issued before the effective date of this Law (January 1, 2025) needs to change or reissue the driving license, the following steps must be taken:
A class A1 driving license can be changed or reissued to a class A driving license with the restriction that it can only be used to drive two-wheeled motorbikes with a cylinder capacity of less than 175 cm3 or with an electric motor capacity of less than 14 kW.
Class A2 driving license is changed and reissued to Class A driving license.
Class A3 driving license is changed and reissued to class B1 driving license.
Class A4 driving license is changed and reissued to a certificate for driving specialized motorbikes for drivers of tractors with a load capacity of up to 1,000 kg and a certificate of training in road traffic law knowledge for drivers of specialized motorbikes.
A Class B1 automatic driving license can be changed or reissued to a Class B driving license with the restriction that it can only be used to drive automatic cars.
Class B1 and B2 driving licenses can be changed or reissued to Class B or Class C1 driving licenses and specialized motorcycle driving certificates for tractor drivers with a load capacity of up to 3,500 kg.
Class C driving license remains the same and is exchanged, reissued with the same class and a certificate to drive specialized motorbikes for drivers of tractors with a load capacity of over 3,500 kg.
Class D driving license is changed and reissued to class D2 driving license and specialized motorbike driving certificate for tractor drivers with a load capacity of over 3,500 kg.
Class E driving license is changed and reissued to Class D driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.
FB2 driving license is changed or reissued to BE or C1E driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of up to 3,500 kg.
FC class driving license is converted and reissued to CE class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.
FD class driving license is changed and reissued to D2E class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
FE class driving license is changed and reissued to DE class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.
Thus, according to the new regulations, class A1 is granted to drivers of two-wheeled motorbikes with a cylinder capacity of up to 125 cm3 or an electric motor capacity of up to 11 kW.
Class A is granted to drivers of two-wheeled motorbikes with a cylinder capacity of over 125 cm3 or an electric motor capacity of over 11 kW and types of vehicles specified for class A1 driving license;
Class B1 is granted to drivers of three-wheeled motorbikes and vehicles specified for class A1 driving license.
Class B is granted to drivers of passenger cars with up to 8 seats; trucks and special-purpose cars with a total designed weight of up to 3,500 kg; types of cars specified for Class B driving licenses pulling trailers with a total designed weight of up to 750 kg.
Class C is granted to drivers of trucks and specialized vehicles with a total designed weight of over 7,500 kg; types of trucks specified for Class C driving licenses pulling trailers with a total designed weight of up to 750 kg; types of vehicles specified for Class B and Class C1 driving licenses...
