According to the Draft Circular of the Minister of Transport stipulating technical requirements for motor vehicles and specialized motorbikes subject to research and development that need to participate in road traffic, Article 5 of the draft stipulates specific technical requirements for each type of vehicle.
In which, for motorbikes and scooters (Motorbikes) as follows:
The maximum number of people allowed to be carried when participating in road traffic is not more than 01 person, including the driver;
Test vehicles on the road must run at a speed at least 10 km/h lower than the maximum speed allowed for that type of vehicle according to regulations of the Ministry of Transport and must not obstruct other vehicles participating in traffic.
In addition, technical requirements for other vehicles are as follows:
For cars:
The maximum number of people allowed to be carried during a road test is no more than 02 people, including the driver.
Test vehicles on the road must run at a speed at least 20 km/h lower than the maximum speed allowed for that type of vehicle when outside urban areas as prescribed by the Ministry of Transport, at least 10 km/h lower when in urban areas and must not obstruct other vehicles participating in traffic.
For trailers, semi-trailers:
Automobiles used to pull trailers and semi-trailers must meet the traffic participation conditions specified in Clause 1, Article 35 of the Law on Road Traffic Order and Safety and the requirements stated in Clause 1 of this Article.
It is not allowed to carry goods on cars pulling trailers or semi-trailers.
When testing on the road, the total mass of the tractor pulling a semi-trailer and the unibody car pulling a trailer must not be greater than the total mass limit of the convoy as prescribed by the Ministry of Transport.
For four-wheeled motor vehicles and four-wheeled motor vehicles:
The requirements of this Article.
Test runs are only allowed on the road within the scope prescribed by the Provincial People's Committee.
For specialized vehicles (except trailers and semi-trailers pulled by tractors):
The overall length of the vehicle must not be greater than 12.2 m.
The overall width of the vehicle is not greater than 2.5 m.
The overall height of the vehicle must not be greater than 4.0 m.
The total mass of the vehicle is distributed on the axle, the total mass of the vehicle must not be greater than the maximum allowable mass on the axle, the maximum allowable total mass of the vehicle is specified in section 2.1.1.2, 2.1.1.3 of QCVN 09:2015/BGTVT.

Test vehicles on the road must run at a speed at least 20 km/h lower than the maximum speed allowed for that type of vehicle when outside urban areas as prescribed by the Ministry of Transport, at least 10 km/h lower when in urban areas and must not obstruct other vehicles participating in traffic.
For trailers and semi-trailers pulled by tractors:
Tractors used to pull trailers and semi-trailers must be vehicles that meet the traffic participation conditions specified in Clause 1, Article 35 of the Law on Road Traffic Order and Safety and the requirements stated in Clause 5 of this Article.
When connected to a tractor, the limits for: overall length of the vehicle convoy (including: Tractor pulling a trailer or tractor pulling a semi-trailer), overall width, overall height, overall axle weight, total mass of the convoy are applied as prescribed for trailers and semi-trailers pulled by cars.
It is not allowed to carry goods on tractors.
